*Authorize contract with the lowest responsible bidder for the Jade Montavilla Transportation Improvements Project
The City of Portland ordains:
Section 1. The Council finds:
- The Portland Bureau of Transportation developed the Jade Montavilla Transportation plan in 2017, the plan detailed a range of safety and other improvements.
- The Bureau of Transportation and the Oregon Department of Transportation entered into and Intergovernmental Agreement in 2019 to fund the project through Grant number TR000298.
- Design engineering and right of way for the project will be completed in early 2023.
- The Bureau of Transportation has funds budgeted in FY 2022 and proposed FY 2023 for construction, inspection and management of the project.
- The Bureau's level of confidence in the cost estimate for this project is moderate, the plans are mostly complete and major issues are resolved, however the current bidding environment is volatile.
NOW, THEREFORE, the Council directs:
- The Chief Procurement Officer is authorized to facilitate the competitive solicitation process in accordance with City Code 5.34 to obtain the lowest most responsible bidder.
- Upon the Council’s acceptance of the Chief Procurement Officer’s report recommending the lowest responsible bidder, the Chief Procurement Officer is authorized to award, negotiate and execute a contract, provided the contract has been approved as to form by the City Attorney’s Office.
- The Mayor and City Auditor are hereby authorized to draw and deliver warrants chargeable to T00710 when demand is presented and approved by the proper authority.
Section 2. The Council declares that an emergency exists because a delay would unnecessarily delay the Bureau’s ability to perform the activities in a timely manner; therefore, this Ordinance shall be in full force and effect from and after its passage by the Council.
