*Add Independent District Commission Code to ensure implementation of the voter-approved Charter amendments in Portland Measure 26-228 (add Code Chapter 3.135)
The City of Portland ordains:
Section 1. The Council finds:
- On November 8, 2022, voters approved Portland Measure 26-228.
- Measure 26-228 amended the City’s Charter by establishing a mayor-council form of government, creating four new geographic districts with three councilors representing each district, and electing City officers using ranked choice voting.
- Per Chapter 3, Section 3-108 of the newly amended City Charter, an Independent District Commission was created.
NOW, THEREFORE, the Council directs:
- Add City Code Chapter 3.135 Independent District Commission as shown in Exhibit A.
Section 2. The Council declares an emergency exists because timely appointment of the Independent District Commission is necessary to ensure implementation of the voter-approved Charter amendments; therefore, this Ordinance shall be in full force and effect from and after its passage by the Council.

Purpose of Proposed Legislation and Background Information
An Independent District Commission was created by the voter-approved Portland Measure 26-288. This item clarifies some items related to the Commission in City Code.
Financial and Budgetary Impacts
Direct costs for the Commission include a stipend for each member for every calendar year the member serves, costs associated with holding a minimum of nine (9) required public hearings, and any costs associated with contracting with mapping experts.
Community Impacts and Community Involvement
This Commission prepares and adopts the district boundaries for dividing the city of Portland into four (4) districts for election of City Councilors.
Community input via public hearing is required to develop criteria, in addition to the criteria laid out in Charter, for consideration in creation of the district plan. Community input via public hearing is also required to be held within each district proposed to ensure the districts as proposed meet the approved criteria.
