*Accept grant in the amount of $619,137 from the Oregon Department of Transportation and authorize Intergovernmental Agreement for the Portland Traffic Signal Performance Measures Development and Evaluation Project
The City of Portland ordains:
Section 1. The Council finds:
- The Portland Bureau of Transportation (PBOT) applied to the Oregon Department of Transportation (ODOT) for a grant in the amount of $619,137 for Portland Traffic Signal Performance Measures Development and Evaluation in September of 2019; and
- ODOT has notified the City of Portland that it will award a grant for Portland Traffic Signal Performance Measures Development and Evaluation in the amount of $619,137; and
- This project was selected as part of the Surface Transportation Block Grant (STBG) and Transportation System Management and Operations (TSMO) Programs and may include a combination of federal, state, and local funds; and
- The Portland Traffic Signal Performance Measures Development and Evaluation Project (T01189 grant TR000350 KN22531) includes development and validation of new required Automated Traffic Signal Performance Measures (ATSPMs); and
- The Oregon Department of Transportation (ODOT) has determined that the City of Portland is eligible for state and federal funds for the work to be performed under the attached agreement (Exhibit A). The Parties enter into the attached Agreement to exchange these funds, identify the Project that will be funded with the state and federal funds, and describe the method State will use to reimburse Agency for work performed on the Project using the state and federal funds, including establishing invoicing requirements and the proportional reimbursement rate; and
- Federal funds for this project total and are limited to $619,137.
NOW, THEREFORE, the Council directs:
- The Commissioner-in-Charge is hereby authorized to accept on behalf of the City of Portland a grant from the Oregon Department of Transportation for Portland Traffic Signal Performance Measures Development and Evaluation in the amount of $619,137.
- The Commissioner-in-charge to execute Intergovernmental Agreement in the amount of $619,137 in a form similar to the contract attached as Exhibit A.
- The Commissioner-in-Charge is authorized to execute amendments, approved as to form by the City Attorney, to the scope of the services or the terms and conditions of this Agreement, provided the changes do not increase the City’s financial risk by 20% or greater.
- The OMF Grants Office is authorized to perform all administrative matters in relation to the grant application, grant agreement or amendments, requests for reimbursement from the grantor, and to submit required online grant documents on the Commissioner-in-Charge’s behalf.
Section 2. The Council declares that an emergency exists because a delay would unnecessarily delay the City’s ability to perform the activities authorized by the grant; therefore, this Ordinance shall be in full force and effect from and after its passage by the Council.

Purpose of Proposed Legislation and Background Information
- Accept a grant from ODOT in the amount of $619,137 to fund a Surface Transportation Block Grant (STBG) and Transportation System Management and Operations (TSMO) Project for Portland Traffic Signal Performance Measures Development and Evaluation.
- The Portland Traffic Signal Performance Measures Development and Evaluation Project
(KN22531/T01189) includes development and validation of new required Automated Traffic Signal Performance Measures (ATSPMs). These measures will support traffic signal controllers and evaluate signal performance, providing multimodal users improved mobility, efficiency, and safety. The location of the Project is shown on the sketch map attached hereto, marked “Exhibit A” of Exhibit A.
Financial and Budgetary Impacts
- The proposed project will cost $690,000 (low confidence estimate). The project will be funded through an STBG and TSMO grant from ODOT ($619,137) and a 10.27 percent local match from PBOT ($70,863) accounted for in the Build Portland funds as project number T01189.
- Project T01189 is for Portland Traffic Signal Performance Measurement. The grant number for this project will be TR000350.
- ODOT and PBOT agree to PBOT delivering Portland Traffic Signal Performance Measures Development and Evaluation.
- Project costs were determined through engineers’ estimates in the application process, and PBOT received an STBG and TSMO grant covering 89.73 percent of the estimated project costs.
- The cost of the project has been accounted for in the Build Portland funding and PBOT’s FY 2022-23 CIP budget.
- There is no work outside of the scope of the project anticipated, and no additional funds requested.
Community Impacts and Community Involvement
- This action is administrative, and the execution of this contract is noncontroversial and will not have community impacts upon its execution.
- Equity and creating safe streets for all Portland residents was taken into consideration when selecting projects for TSMO improvements.
