*Accept grant from the Department of Housing and Urban Development for the administration of the regional Homeless Management Information System in the amount of $245,666
The City of Portland ordains:
Section 1. The Council finds:
- Through Ordinance 187843, the Council authorized the formation of the Joint Office of Homeless Services to oversee and submit our community’s annual Continuum of Care (CoC) collaborative application to the U.S. Department of Housing and Urban Development (HUD), which includes one grant to the City of Portland for $245,666 for the administration of the regional Homeless Management Information System (HMIS).
- The Joint Office of Homeless Services, a department of Multnomah County, submitted the 2021 CoC collaborative application for funding in November of 2021; and
- HUD notified the City of Portland it will award one grant for administration of the regional HMIS in the amount of $245,666. This grant requires a cash match of $61,417.
NOW THEREFORE, The Council directs:
- The Mayor is hereby authorized to accept on behalf of the City of Portland the grant from HUD in the amount of $245,666, with a match commitment for $61,417, and to execute the associated grant agreements in a form similar to Exhibit A.
- These funds were already appropriated in PHB’s FY21-22 and FY22-23 Adopted budgets.
- PHB and the Office of Management and Finance Grants Management Division are authorized to perform all administrative matters in relation to the grant applications, grant agreements or amendments, requests for reimbursement from the grantor, and to submit required online grant documents on the Mayor’s behalf.
- The Director of PHB of the City of Portland is authorized to accept on behalf of the City of Portland any subsequent modifications by HUD to the executed grant agreements for the HMIS Grant #OR0025L0E012114, provided such modifications do not increase the City of Portland’s financial obligation or risk. Any modifications that increase the City of Portland’s financial obligation or risk must be authorized by the Portland City Council.
Section 2. The Council declares that an emergency exists because a delay would unnecessarily delay the City’s ability to perform the activities authorized by the grant; therefore, this Ordinance shall be in full force and effect from and after its passage by the Council.

Impact Statement
Purpose of Proposed Legislation and Background Information
The City/County Joint Office of Homeless Services (JOHS) applied to the HUD 2021 Continuum of Care (CoC) competition on behalf of the Portland/Multnomah/Gresham CoC and was awarded annual funding. The award includes one grant to the City for administration and management of community’s Homeless Management Information System (HMIS) in the amount of $245,666. This ordinance authorizes the Mayor to accept the grant and execute the grant agreement with HUD. See Exhibit A (attached), the HUD 2022 CoC HMIS signed grant agreement.
Financial and Budgetary Impacts
Portland Housing Bureau (PHB) will receive $245,666 in federal funds from HUD. The HMIS grant requires a cash match of $61,417. All grant revenue and matching funds are included in PHB’s adopted FY21-22 and FY22-23 budgets.
Community Impacts and Community Involvement
- As required by federal regulations, a Citizen Participation Plan (CPP) describing the overall framework for public involvement was developed and adopted with the 2021-2025 Consolidated Plan. A series of hearing and public meetings were held regarding the development of the Plan, in all areas of the city to ensure access to a broad range of community members. Translation services were provided when requested. All documents were posted on the PHB website.
- In addition to the CPP process, the CoC consolidated application and all funded projects were submitted with oversight from A Home for Everyone, our CoC governance board comprised of community stakeholders, and the Joint Office of Homeless Services. Furthermore, the Portland Housing Advisory Commission, the bureau’s advisory body, and the Federal Funding Oversight Committee, a representative body of the three jurisdictions (Portland, Gresham, and Multnomah County), reviewed the Plan and its recommendations. Also, PHB conducted a series of public meetings and focus groups focused on the topic of prevention, housing and support services for people experiencing homelessness in the development of its Strategic Plan.

The acceptance of the HMIS grant does not affect the City's renewable energy goals.
