Emergency Ordinance

*Authorize contract with Versaterm Public Safety, Inc. for maintenance of the Bureau of Emergency Communications Computer Aided Dispatch System not to exceed $6 million

The City of Portland ordains:

Section 1.  The Council finds:

  1. On November 14, 2007, the Council passed Ordinance No. 181413 authorizing the use of a competitive RFP process to select a contractor to replace the City’s Computer Aided Dispatch (CAD) System.
  1. On June 10, 2009, the Council approved a Report to Council recommending award of a contract to Versaterm, Inc. following the competitive RFP process.
  1. The contract with Versaterm, Inc. was made effective July 3, 2009 (Contract 30000502).  The not-to-exceed amount of the contract was $7,000,000.00.  This original amount included funding for the maintenance charges for the first six years, which included a one-year warranty period and five years of paid maintenance.
  1. On November 1, 2016 the Council passed Ordinance No. 188064 authorizing an increase of the not-to-exceed amount of Contract 30000502 from $7,000.000.00 to $9,000,000.00.
  1. On October 17, 2018 the Council passed Ordinance No. 189211 authorizing an increase of the not-to-exceed amount of Contract 30000502 from $9,000,000.00 to $9,215,000.00.
  1. On July 3, 2019 Contract No. 30000502 expired and BOEC requested a temporary, short term maintenance support contract to allow BOEC to continue its daily operations uninterrupted until a new master maintenance contract is in place.
  1. On March 4, 2020 the Council passed Ordinance No. 189882 to extend the short term maintenance contract with Versaterm, Inc. for a total combined not-to-exceed value of $2,000,000.00 and will expire on June 30, 2022.
  1. This ordinance will authorize a new master maintenance contract #30007948 for a period of five years, with a not-to-exceed value of $6,000,000.00.
  1. The CAD system is a highly visible public safety system that the BOEC and public safety agencies throughout Multnomah County depend on to connect the community and emergency service responders.

NOW, THEREFORE, the Council directs:

  1. The City’s Chief Procurement Officer is hereby authorized to execute and amend a contract for maintenance of a computer aided dispatch system with Versaterm Public Safety, Inc. for a total not-to-exceed value of $6,000,000.00, provided the contract and any subsequent amendments have been approved as to form by the City Attorney’s Office.

Section 2.  The Council declares that an emergency exists because the City needs to act promptly to ensure continuity of the maintenance and support services for this critical system and to enable the Bureau of Emergency Communications to continue activities dependent upon the use of the CAD system; therefore, this Ordinance shall be in full force and effect from and after its passage by the Council.


An ordinance when passed by the Council shall be signed by the Auditor. It shall be carefully filed and preserved in the custody of the Auditor (City Charter Chapter 2 Article 1 Section 2-122)

Impact Statement

Purpose of Proposed Legislation and Background Information

Maintenance and support of the BOEC Computer Aided Dispatch (CAD) system GAP contract expired on June 30, 2022. This would authorize contract #30007948 for the purposes of support and maintenance between Versaterm, Inc. and the City of Portland for total combined not-to-exceed contractual amount of $6,000,000.00.This will be a new master support and maintenance contract with a five year term. 

Financial and Budgetary Impacts

The BOEC currently budgets for this service and there will be no change in anticipated expenses. The necessary funding will come from the BOEC annual budget through account ECTS000001.

Community Impacts and Community Involvement

The CAD system is a highly visible public safety system that the BOEC and public safety agencies throughout Multnomah county depend on to connect the community and emergency service responders. The BOEC is not aware of any individuals that would have the intent of testifying in regards to this request.
