*Authorize Intergovernmental Agreement with Multnomah County for vector control services for an estimated amount of $1,710,000

The City of Portland ordains:

Section 1. The Council finds:

  1. The Bureau of Environmental Services (BES) has an ongoing need for vector control services for the City's wastewater and stormwater collection and treatment systems. These services include monitoring and control of rats and mosquitoes in the Bureau's facilities, and citizen complaint investigation and response.
     
  2. The Multnomah County Health Department is committed to providing these Public Health services and is able to do so.
     
  3. A multi-year agreement with the County to provide these services, based on administratively adopted work plans and annually approved appropriation, would improve administrative efficiency without impairing Council's fiscal control.
     
  4. The established cost is $1,710,000.  Funds are available in the Sewer System Operating Fund, FY 2022-23 Budget, Bureau of Environmental Services, Cost Center ESOM000022, account 529000.

NOW, THEREFORE, the Council directs:

  1. The Director of the Bureau of Environmental Services is authorized to execute an Intergovernmental Agreement with Multnomah County in a form substantially similar to Exhibit A for the purpose described in Section 1, in the amount of $1,710,000 for FY 2022/23 through FY 2026/2027, with compensation subject to annual appropriation.

  2. The Director of the Bureau of Environmental Services is authorized to execute amendments to this agreement provided they will not result in an increased financial obligation to the City of Portland.

  3. The Mayor and City Auditor are hereby authorized to pay for the contract from the Sewer System Operating Fund Budget when demand is presented and approved by the proper authority.

Section 2.  The Council declares that an emergency exists because vector control services for mosquito and rat populations are urgently needed; therefore, this Ordinance shall be in full force and effect from and after its passage by the Council.  

An ordinance when passed by the Council shall be signed by the Auditor. It shall be carefully filed and preserved in the custody of the Auditor (City Charter Chapter 2 Article 1 Section 2-122)

Impact Statement

Purpose of Proposed Legislation and Background Information

The purpose of this ordinance is to authorize BES to enter into a new 5-year Intergovernmental Agreement (IGA) with Multnomah County for the County to provide vector control monitoring and control services of BES' facilities. Prior to 1968, both Multnomah County and the City of Portland provided public health services. In 1968, the City of Portland and Multnomah County entered into an agreement that Multnomah County will provide public health services within both jurisdictions (City Ordinance No. 126782).

Prior to 1968, the City provided some public health services through the Bureau of Sanitation and the Bureau of lnsects. Since then, BES and Multnomah County have been developing multi-year IGAs to provide vector control monitoring and control services of BES facilities.

Financial and Budgetary Impacts

The estimated cost for the fiscal year ending June 30, 2023 is $342,000. A portion of the services provided by Multnomah County are complaint-driven and costs will vary based on the number of calls. The established cost is based on historic average of the number of complaint-driven calls and staff response time over the last IGA period with an additional contingency of 20%. The IGA contains a provision to update the annual amount in future years as agreed upon jointly by the BES and Multnomah County Program Managers.

No changes in current or future revenues, including staffing levels, are anticipated by the authorization of this IGA.

Community Impacts and Community Involvement

This IGA helps sustain city livability and a healthy population by controlling disease-bearing vectors (rats and mosquitos) in its sewer and stormwater facilities. These services are provided city-wide, both in stormwater facilities found across the city and in neighborhoods where rat complaint calls are received and verified.
