Authorize the Director of the Bureau of Planning and Sustainability to execute a grant agreement for FY 2022-23 with SOLVE in the amount of $850,000

The City of Portland ordains:

Section 1. The Council finds:

  1. As Portland continues to struggle with litter and illegal dumping in parks, neighborhoods, and natural areas the need for community involvement in our response is incredibly high.
  2. SOLVE is a statewide nonprofit that brings Oregonians together to improve our environment and build a legacy of stewardship. SOLVE organizes and leads volunteer events, and provides training and support for community volunteers to lead their own environmental stewardship events. SOLVE seeks to actively create a space that is safe, welcoming, inclusive and affirming for people of all diversities to engage in environmental volunteerism. 
  3. Since 2018, SOLVE has expanded its litter cleanup efforts in Portland through the Keep It Pretty, Rose City project (funded through City contract #30006989). With funding from a $750,000 grant from the City for Fiscal Year 2021-2022 SOLVE has supported over 397 projects, engaged 7,274 volunteers, and removed 354,000 pounds of trash across the city.  
  4. In the Spring 2022 Supplemental Budget, Council approved a transfer of $850,000 in funding from the Office of Management and Finance to the Bureau of Planning and Sustainability (BPS) to support volunteer cleanup efforts led by SOLVE.

NOW, THEREFORE, the Council directs:

  1. The BPS Director is authorized to execute a grant agreement with SOLVE in a form substantially similar to Exhibit A for an amount not to exceed $850,000.
  2. BPS and the Office of Management & Finance Grants Division are authorized to perform all administrative matters in relation to the grant application, grant agreement or amendments, requests for reimbursement from SOLVE and to submit required grant documents on the Director’s behalf.
  3. The BPS Director is authorized to execute amendments to the grant agreement, provided such modifications do not increase the City’s financial obligation or risk. Any modifications that increase the City’s financial obligation or risk must be authorized by the City Council.
  4. The City Council waives the competitive application process required in FIN 2.04 – Budget. SOLVE is uniquely positioned to carry out the scope of the grant because of SOLVE’s extensive experience organizing volunteer litter cleanup projects.

An ordinance when passed by the Council shall be signed by the Auditor. It shall be carefully filed and preserved in the custody of the Auditor (City Charter Chapter 2 Article 1 Section 2-122)

Impact Statement

Purpose of Proposed Legislation and Background Information

As Portland continues to struggle with litter and illegal dumping in parks, neighborhoods, and natural areas the need for community involvement in our response is incredibly high. SOLVE Is a statewide non-profit that brings organized volunteer events to remove trash from Portland and the entire state. This grant will allow SOLVE to organize events and volunteers to collect trash from throughout the city, improving community livability and our economy.

Financial and Budgetary Impacts

In the Spring 2022 Supplemental Budget, Council approved a transfer of $850,000 in funding from the Office of Management and Finance to the Bureau of Planning and Sustainability (BPS) to support volunteer cleanup efforts led by SOLVE. These funds will be used to pay this grant agreement. This does not create any change in staffing levels nor does it result in any long-term financial impacts for the City.

Community Impacts and Community Involvement

SOLVE has a strong diversity, equity, and inclusion focus and the cleanup undertaking through this grant will prioritize underserved community members. Community involvement is a core component of this grant, with thousands of community members involved in cleanup efforts and benefiting from cleaner neighborhoods.
