Authorize competitive solicitation and contract with the lowest responsible bidder and provide payment for construction of the Columbia Boulevard Wastewater Treatment Plant Effluent Channel Wash Water Line Replacement Project No. E11250 for an estimated amount of $1,500,000

The City of Portland ordains:

Section 1. The Council finds:

  1. The Bureau of Environmental Services (BES) operates the Columbia Boulevard Wastewater Treatment Plant (CBWTP) to provide wastewater treatment for the City of Portland, in accordance with State of Oregon Department of Environmental Quality (DEQ) issued NPDES (National Pollutant Discharge Elimination System) permit requirements.
  2. The Bureau of Environmental Services (BES) needs to replace the deteriorated Wash Water Line in the Secondary Clarifier Effluent Channel at the Columbia Boulevard Wastewater Treatment Plant (CBWTP).
  3. The estimated construction cost is $1,500,000. The level of confidence in Engineer’s estimate is high. Funds are available in the Sewer System Operating Fund, FY 2021-22 Budget, Bureau of Environmental Services, WBS Element E11250.C60. 

NOW, THEREFORE, the Council directs:

  1. The Chief Procurement Officer to facilitate the use of the competitive solicitation process in accordance with the City Code for the procurement of construction services for the Columbia Boulevard Wastewater Treatment Plant Effluent Channel Wash Water Line Replacement project. 
  2. Upon the Council’s acceptance of the Chief Procurement Officer’s report recommending the lowest responsible bidder, the Chief Procurement Officer is authorized to negotiate and execute a contract, provided the contract has been approved as to form by the City Attorney’s office, with the lowest responsive bidder for the purposes described in Section 1.
  3. The Mayor and City Auditor are hereby authorized to pay for the contract from the Sewer System Operating Fund Budget when demand is presented and approved by the proper authority. 

An ordinance when passed by the Council shall be signed by the Auditor. It shall be carefully filed and preserved in the custody of the Auditor (City Charter Chapter 2 Article 1 Section 2-122)

Impact Statement

Purpose of Proposed Legislation and Background Information

The proposed legislation is to authorize the City to use a competitive solicitation process and contract with the lowest responsible bidder and provide payment for construction of the Columbia Boulevard Wastewater Treatment Plant (CBWTP) Effluent Channel Wash Water Replacement Project. 

The project is to replace approximately 2,200 lineal feet of the deteriorated wash water pipes in and around the secondary clarifiers at the CBWTP to improve operation reliability and meet the permit requirements. The pipes supply the water for scum suppression and area washdown. They were installed about 50 years ago and have served beyond their useful life. Failure of these pipes has impacted the operation of secondary clarifiers.

Financial and Budgetary Impacts

Estimated construction cost of the Project is $1,500,000.  Total project cost is estimated at $2.9 million.  The level of confidence for the Engineer’s estimate is High. 

The project will be funded by the Sewer System Operating Fund, WBS Element E11250 with the Bureau of Environmental Services’ FY 2021-2022 Capital Improvement Plan.

The project will neither generate nor reduce current or future revenue. No current positions will be affected, and no new positions will be created.

Community Impacts and Community Involvement

The project is located inside of the CBWTP. No community impacts or livability changes are expected.  There have been no objections or concerns. However, BES staff has developed and continues to maintain a relationship with North Portland businesses and residents through the CBWTP’s longstanding Community Advisory Committee.  BES also drafts and mails an annual newsletter to North Portland neighbors, which provides construction and operational updates to residents.  The BES primary contact for public involvement on this project is Debbie Caselton.

Utilization of certified Disadvantaged, Minority-Owned, Women-Owned and Emerging Small Business enterprises in the Project will be tracked on a monthly basis as part of the contractor’s mandatory participation in the City’s Subcontractor Equity Program.

100% Renewable Goal

  • This project will neither increase nor decrease the City’s total energy use.
  • This project neither contributes nor takes away from the City’s goal of meeting 100 percent of community-wide energy needs with renewable energy by 2050.

Budget Office Financial Impact Analysis

The estimated construction cost is $1,500,000. The level of confidence in the Engineer’s estimate is high. Funds are available in BES’s FY 2021-22 budget in the Sewer System Operating Fund.
