Emergency Ordinance

*Authorize Intergovernmental Agreement with Portland State University Homelessness and Research Action Collaborative for program evaluation of Portland Street Response in the amount of $379,896

The City of Portland ordains:

Section 1.  The Council finds:

  1. On November 21, 2019 City Council approved a report on recommendations for launching the Portland Street Response pilot in Portland Fire and Rescue and the pilot began taking 911 dispatched calls in February of 2021.
     
  2. In February 2022 the one-year pilot phase of Portland Street Response concluded.  On April 26, 2022, PSU gave its annual evaluation report to Council on the progress of Portland Street Response during this pilot.
     
  3. In the Fall of FY 2021-22 Portland Street Response received additional resources from their previously approved policy set-aside in the Fall BMP, to expand their services citywide.
     
  4. In the Fall of FY 2021-22 Portland Street Response received additional funding to continue program evaluation services that will build upon the information gathered and lessons learned in the first year of the pilot, as PSR goes through a new phase of expansion. This ordinance would approve spending of those funds, for this agreement.
     
  5. The evaluation will be comprehensive and include feedback from a variety of stakeholder groups, including people who are unhoused; PSR staff; Portland Fire & Rescue and Portland Police Bureau staff; businesses, neighborhood associations, and other organizations in Lents and surrounding neighborhoods; and emergency callers.
     
  6. Portland State University’s Homelessness and Research Action Collaborative’s research team is uniquely qualified to partner in this work because of their research focus on houselessness, their promotion of positive reciprocal relationship between academic and community stakeholders, and their extensive work in this area with other local housing and behavioral health service providers.

NOW, THEREFORE, the Council directs:

  1. The Commissioner-in-Charge is authorized to execute an intergovernmental agreement in substantial conformance to Exhibit A in the amount of $379,896.
     
  2. The Commissioner-in-Charge is authorized to execute amendments, approved as to form by the City Attorney, to the scope of the services or the terms and conditions of this Agreement, provided the changes do not increase the City’s financial risk.

Section 2.  The Council declares that an emergency exists because a delay would unnecessarily delay the City’s ability to perform the activities authorized by the agreement; therefore, this Ordinance shall be in full force and effect from and after its passage by the Council.

An ordinance when passed by the Council shall be signed by the Auditor. It shall be carefully filed and preserved in the custody of the Auditor (City Charter Chapter 2 Article 1 Section 2-122)

Impact Statement

Purpose of Proposed Legislation and Background Information

The purpose of this legislation is to enter into an intergovernmental agreement with PSU’s Homelessness and Research Action Collaborative (HRAC) for a second year of evaluation of Portland Street Response.  With the system expanding to serve individuals citywide, there will continue to be lessons to learn, refinements to make, and stakeholders to engage.

This agreement will provide for regular updates inclusive of performance metrics.  HRAC will prepare a 6-month report to present to Council in the fall of 2022, as well as a 12 month report to follow. The evaluation will be comprehensive and include feedback from a variety of stakeholder groups, including people who are unhoused; PSR staff; Portland Fire & Rescue and Portland Police Bureau staff; businesses, neighborhood associations, and other organizations in Lents and surrounding neighborhoods; and emergency callers.

This IGA includes subcontracting with Street Roots’ Ambassador Program to help conduct 3 rounds of surveys with unhoused individuals throughout the city of Portland.

Financial and Budgetary Impacts

Funding for this IGA in the amount of $379,896 exists within current program budget and was appropriated in the FY 2021-22 Fall BMP.  The agreement includes a base agreement amount of $330,344 for all items included in the scope of work, as well as a 15% project contingency in the amount of $49,552 for any unforeseen changes to the scope of work.  Contingency funds will only be utilized by written agreement between both parties for scope of work changes.

Community Impacts and Community Involvement

The Homelessness and Research Action Collaborative has been a partner with Portland Street Response since initial stakeholder inception.  During the stakeholder phase of pilot design, HRAC worked with the Community Engagement sub-committee and Street Roots to interview unhoused individuals to inform the design of the PSR Pilot, which resulted in the report: Believe Our Stories and Listen.  Through this IGA, HRAC will continue its partnership Street Roots to survey unhoused individuals residing within the city about their experiences with the program, to ensure that the program remains centered on the voices of those most apt to be served by it.
