Ordinance

Authorize the Portland Bureau of Transportation to implement an Event Parking District in Lloyd

Passed

The City of Portland ordains:

Section 1. The Council finds:

  1. On-street parking management helps the City meet our climate and equity goals. Additionally, it improves livability and traffic congestion for anyone living, working or traveling through the Rose Quarter and Lloyd regardless of their travel mode.
  1. City Council adopted the Lloyd Parking Management Plan, TRN 3.103, on May 21, 1997 to manage on-street parking based on best practices.
  1. Ordinance 189093, adopted by City Council on August 2, 2018, outlines how and where to establish Event Parking Districts in the Parking Management Manual.
  1. Event parking districts using increased meter rates and extended hours of enforcement have been successful in managing parking impacts to event areas in other cities and in SW Portland near Providence Park.
  1. The Bureau's level of confidence in the cost estimates for this project is moderate based on several years of parking meter transaction and parking study data and a projection model based on best practices.

NOW, THEREFORE, the Council directs:

  1. That the Director of the Portland Bureau of Transportation hereby authorized to implement an Event Parking District in Lloyd as outlined in Exhibit A.

  2. Any meter rate adjustments will follow the previously adopted Parking Management Manual. Future rate adjustments will be completed as part of the annual budget process included in the Portland Bureau of Transportation Fee Schedule.

  3. This Ordinance is non-binding City Policy.

An ordinance when passed by the Council shall be signed by the Auditor. It shall be carefully filed and preserved in the custody of the Auditor (City Charter Chapter 2 Article 1 Section 2-122)

Impact Statement

Budget Office Financial Impact Analysis

This legislation seeks Council authorization so that PBOT can implement an Event Parking District to manage parking and transportation impacts of large events in Lloyd and the Rose Quarter. The Bureau anticipates an increase in gross revenue to the Lloyd Parking District of an additional $149,000 to $310,000 in FY 2022-23 as a result of this legislation. The net meter revenue is shared with Lloyd as stipulated by current Net Meter Revenue Policy, where 51% of the additional revenue will go to Lloyd for transportation projects and program per the policy and annual contract. Operations and maintenance costs have been budgeted and paid through the regular on-street parking operations budget covered by gross meter revenues. The income-based Transportation Wallet program, expected to cost approximately $70,000 per year, will be used to off-set any burdens resulting from this legislation.
