Emergency Ordinance

*Authorize grant funds for the East Portland Action Plan 2022 Special Appropriations Grant Program for $150,000 to improve livability and increase civic engagement in East Portland

The City of Portland ordains:

Section 1.  The Council finds:

  1. On February 18, 2009 the Portland City Council resolved through acceptance of Resolution No. 36682 to adopt the East Portland Action Plan to inform City Council and City bureaus during decision-making related to long-term planning and capital improvement projects in the East Portland area.
  1. The East Portland Action Plan (Action Plan) was developed by the community for the community. Over an eight-month process with the City of Portland Bureau of Planning and Sustainability, 268 Action items were identified. The result is an Action Plan which contains Strategies and Actions that provide guidance and direction to public agencies, non-profit organizations, businesses and individuals to improve livability and prevent displacement in East Portland.
  1. Portland City Council approved a FY 2021-22 Budget that provided a $344,256 appropriation to support EPAP to advocate for and guide the Action Plan’s implementation.
  1. By consensus, EPAP members included $150,000 in the budget for four competitive grant programs: General Grant, Civic Engagement Grant, Partnership, and Community Support Fund.
  1. The East Portland Action Plan has evaluated the proposals for General, Civic Engagement, and Partnership grants and agreed by consensus that the awarded grantees are qualified to provide the services in accordance with the City of Portland grant contract agreement language.
  1. EPAP recommends that $50,100 be allocated to selected General Grant Program projects to encourage community members, neighborhoods, non-profits, and businesses to build East Portland livability and prevent displacement by funding projects that implement strategies and items identified in the Action Plan.
  1. EPAP recommends that $55,600 be allocated to selected Civic Engagement Grant Program projects to encourage community members, neighborhoods, non-profits, and businesses to further community involvement of people not usually included in decision making through these civic engagement projects that lead to more community involvement for under supported race and ethnic culturally specific communities with language appropriate communication.
  1. EPAP recommends that the remainder of the grant funds be allocated to the Community Support Fund to allow nonprofits to apply for up to $3,000 total funding to support basic community needs, support essential services, and foster healthy community connections.

NOW, THEREFORE, the Council directs:

  1. The funding recommendations made by the EPAP Grant Review Committee described in Exhibit A attached hereto are approved.
  2. The Director of the Bureau of Revenue and Financial Services is authorized to enter into agreements with the organizations listed in Exhibit A for a total not-to-exceed amount of $120,700. 
  3. The Director of the Bureau and Revenue and Financial Services is authorized to execute a total amount not to exceed $29,300 in Round 2 of the Community Support grant agreements to meet the criteria in Exhibit B.
  4. In the event that any grantee becomes unwilling or unable to use City grant funds in a manner consistent with a grant agreement that is authorized by this ordinance, the Director is hereby authorized to terminate the grant agreement in accordance with its terms, and execute a new grant agreement with a different grantee provided that (1) the funding allocated for the new grant agreement is equal to the amount of unspent funds allocated by this ordinance for the terminated agreement, and (2) the scope of work stated in the new agreement is substantially the same as the scope of work in the terminated agreement.

Section 2. The Council declares that an emergency exists because a delay in approving the attached agreement would jeopardize the ability of the City to fund these vital programs in a timely manner; therefore, this ordinance shall be in full force and effect from and after its passage by Council.

An ordinance when passed by the Council shall be signed by the Auditor. It shall be carefully filed and preserved in the custody of the Auditor (City Charter Chapter 2 Article 1 Section 2-122)
