Extend contract with Versaterm Public Safety, Inc. to July 13, 2025 and increase the not to exceed amount to $6,800,000 for application software support (amend Contract No. 30005161)

The City of Portland ordains:

Section 1.  The Council finds:

  1. Versaterm Public Safety, Inc. currently provides application software support for the City of Portland’s Bureau of Emergency Communication (BOEC) and its Police Bureau (PPB);
  2. BOEC worked with Versaterm in 2009 to replace BOEC’s antiquated Computer Automated Dispatch (CAD) system, and has continued to receive support and maintenance through this vendor;
  3. PPB has been receiving maintenance and support for its current records management system since 2013 and will need to renew, add, change or discontinue services on or before July 13, 2022;
  4. BOEC would like to purchase a subscription with renewal option to Versaterm’s Case Service Cayce software, used for pre-dispatch non-emergency call triage and resolution through a virtual agent;
  5. PPB would like to transition to Versaterm’s vCloud system to provide flexibility and added functionality to its current records management system;
  6. In order to accommodate these purchases, contract Number 30005161, for the PPB’s current records management system’s maintenance and support, will need to increase its not-to-exceed value to $6,800,000 and be extended to July 13, 2025;
  7. The necessary funding for this extension will come from existing BOEC and PPB General Fund resources; and
  8. Procurement authority for this maintenance contract amendment is through Special Procurement in accordance with City Code 5.33.D.12.

NOW, THEREFORE, the Council directs:

  1. The Chief Procurement Officer is authorized to amend Contract No. 30005161 with Versaterm Public Safety, Inc. to extend the term, transition and add software services, and increase the not-to-exceed value to $6,800,000.

An ordinance when passed by the Council shall be signed by the Auditor. It shall be carefully filed and preserved in the custody of the Auditor (City Charter Chapter 2 Article 1 Section 2-122)
