Authorize an Intergovernmental Agreement with Multnomah County District Attorney's Office to reimburse Portland Police Bureau overtime costs on after-hours call-outs on child abuse investigations

The City of Portland ordains:
Section 1. The Council finds:
- The CAMI Grant provides funding from the Child Abuse Multi-Disciplinary Intervention Account to Multnomah County District Attorney's Office in accordance with the grant application and awards;
- The Police Bureau provides Detectives specially trained in conducting child abuse investigations including evening hours and on weekends to respond to child abuse referrals;
- The Multnomah County District Attorney's Office agrees to reimburse the Police Bureau for overtime hours worked by the Detectives investigating child abuse cases during evenings and weekends; and
- The maximum payment under this agreement shall not exceed $80,000 unless amended by consent of both parties.
NOW, THEREFORE, the Council directs:
- The Chief of Police is hereby authorized to enter into an agreement with the Multnomah County as outlined in a form similar to the contract attached as Exhibit A.
- The Chief of Police and the Project Manager are authorized to execute amendments to the scope of services, expected revenue, or terms and conditions of the Agreement, provided the changes do not increase the City’s financial risk.
