*Authorize Chief Administrative Officer or designee to negotiate and execute one or more lease agreements for office use for Portland Fire and Rescue Community Health Division program

The City of Portland ordains:

Section 1.  The Council finds:

  1. On October 13, 2021, Portland Fire and Rescue (“PF&R”) received approval from City Council to launch a new community health program called “Community Health Assess & Treat” (“CHAT”), alongside Portland Street Response (“PSR”) and Community Connect, to address the health and social needs of community members calling 9-1-1 for non-emergent issues. 
  1. CHAT, Community Connect, and PSR are housed under PF&R’s new Community Health Division, which is designed to be a proactive intervention, reaching community members in their time of need with one-on-one support from a medical professional and is part of a larger effort to address community health and social equity issues in the region.
  1. CHAT and PSR are adding personnel to carry out its work to the community which requires additional workspace in the form of a central HUB where groups of approximately twenty personnel meet to begin and end their shifts, at least two satellite offices for four to six personnel, plus short-term conference spaces for confidential client meetings on an as needed basis in geographically strategic quadrants of the City. PF&R has completed a review of their existing infrastructures and has identified satellite offices in the Southwest and Northeast but no space is available in the Northwest or Southeast. 
  1. Pursuant to Resolution #37017 “Reaffirming the City’s Interest to Maximize Investment in City-Owned Facilities and Directing the Office of Management and Finance to Fully Implement ADM” 13.01, the Office of Management and Finance (“OMF”) is working with bureaus to fully implement ADM 13.01 and ART 3.01 by bringing City operations back into City-owned facilities when possible. However, there are no viable options within City-owned facilities to provide sufficient space to accommodate PF&R’s needs.
  1. OMF and the Community Health Division are identifying non-City owned spaces at commercially reasonable rental rates and terms, including one-time termination option if funding is not renewed during an estimated 3-year term, and will prioritize spaces that have represented janitorial or allow the City to contract with represented janitorial.
  1. The expected financial impact is estimated at $10,000 monthly which is already built into the budget for FY 21/22 and moving forward.  Annual increases over the term are estimated at 3%.

NOW, THEREFORE, the Council directs:

  1. The Chief Administrative Officer or designee is authorized to execute any relevant documents including, but not limited to, amendments and extensions necessary to lease property for Portland Fire & Rescue’s Community Health Division’s purposes. Subject to OMF strategically assessing availability of City-owned properties first and consistent with Section 1 findings, all documents will be reviewed by the Office of Management and Finance’s Planning and Portfolio Management team for commercially acceptable terms and condition and approved as to form by the City Attorney prior to execution. 

Section 2.  The Council declares that an emergency exists in order that this lease agreement may occur without delay; therefore, this Ordinance shall be in full force and effect from and after its passage by the Council.

An ordinance when passed by the Council shall be signed by the Auditor. It shall be carefully filed and preserved in the custody of the Auditor (City Charter Chapter 2 Article 1 Section 2-122)
