Emergency Ordinance

*Authorize Intergovernmental Agreement with Oregon State University and provide matching funds in the amount of $110,000 to support a research project to evaluate countdown bicycle signals, left-side bicycle facilities, and speed management at signalized intersections

The City of Portland ordains:

Section 1.  The Council finds:

  1. The Portland Bureau of Transportation agreed to provide Oregon State University with $110,000 for a research project to evaluate countdown bicycle signals, left-side bicycle facilities, and speed management at signalized intersections on 2/22/2022; and
     
  2. Oregon State University has provided the City of Portland with a draft Scope of Work and requires the funds committed to by the Bureau in the amount of $110,000; and
     
  3. The City has an interest in creating a transportation system that is safe, comfortable, and accessible to people of all ages and abilities; and
     
  4. This research will evaluate new Central City in Motion (CCIM) bicycle designs in the city’s core; and
     
  5. The City has an interest in creating conditions that make bicycling attractive to achieve a twenty-five percent bicycle commute mode split; and
     
  6. Data about vehicle-bicycle conflicts are essential to understanding the effectiveness of facilities to achieve the above policy goals; and
     
  7. Current designs may not meet all conditions of the Manual on Uniform Traffic Control Devices (MUTCD), which presents standards from the Federal Highway Administration and must be justified; and
     
  8. This research will evaluate signal retiming strategies to reduce speeding opportunities on High Crash Network corridors; and
     
  9. Through the Vision Zero program, the City and our partners are working to eliminate deaths and serious injuries on our streets; and
     
  10. The City has identified signal timing as a treatment that can be used to redesign dangerous streets to encourage safe speeds; and
     
  11. The Bureau's level of confidence in the cost estimates for this project is high based on previous research completed by Oregon State University to evaluate vehicle-bus-bicycle user safety in Rose Lane projects.

NOW, THEREFORE, the Council directs:

  1. That the Commissioner-in-Charge hereby authorized to execute an Intergovernmental Agreement with Oregon State University in a form similar to the attached Exhibit A and provide a contribution on behalf of the City of Portland to Oregon State University in the amount of $110,000.
     
  2. The Commissioner-in-Charge is authorized to execute amendments, approved as to form by the City Attorney, to the scope of the services or the terms and conditions of this Agreement, provided the changes do not increase the City’s financial risk. Increases to the contributory amount must be approved by the City Council. 

Section 2.  The Council declares that an emergency exists because a delay would unnecessarily delay the City’s ability to perform the activities authorized by the Intergovernmental Agreement; therefore, this Ordinance shall be in full force and effect from and after its passage by the Council.


An ordinance when passed by the Council shall be signed by the Auditor. It shall be carefully filed and preserved in the custody of the Auditor (City Charter Chapter 2 Article 1 Section 2-122)

This ordinance seeks to authorize an Intergovernmental Agreement with Oregon State University and provide matching funds in the amount of $110,000 to support a research project. Total project cost of $110,000 is being funded with Build Portland and Heavy Vehicle Use Tax (HVUT) funds. Costs for this project are included in PBOT’s FY 2021-22 Adopted Budget and five-year CIP forecast.

The project has three parts:

  1. A total estimate of $25,000 for a countdown bicycle signal evaluation.
  2. A total estimate of $35,000 for a left-side bicycle facilities evaluation.
  3. A total estimate of $50,000 for a speed management evaluation.

The cost estimate was provided by Oregon State University based on a scope of work developed in collaboration with PBOT.
