Amend grant funding for seven Teen Collaborative Initiative grants to correct and increase per grant amount from $15,000 to $55,000 (amend Ordinance No. 190456; amend Contract Nos. 32001978, 32001979, 32001980, 32001981, 32001982, 32001984, 32001985)

The City of Portland ordains:

Section 1. The Council finds:

  1. On June 16, 2021, Council through Ordinance 190456 authorized Portland Parks & Recreation to execute grant extensions with seven youth servicing organizations in support of the Teen Collaborative Initiative.  These organizations are: Portland Opportunities Industrialization Center (POIC); Immigrant & Refugee Community Organization (IRCO) – Africa House; Latino Network, Native American Youth and Family Center (NAYA); Elevate Oregon; New Avenues for Youth; and Self Enhancement Inc. (SEI). 
     
  2. Ordinance 190456 authorized FY 2021-2022 funding of $15,000 for each grant which amounted to a collective funding of $105,000.
     
  3. However, Portland Parks & Recreation had incorrectly identified the available funds.  Instead of $15,000 per grantee organization, the correct grant amount available to each grantee organization should be $55,000 for FY 2021-2022.  Therefore, an additional $40,000 can be made to each grantee in addition to the previously identified $15,000, to support these organization’s efforts.   
     
  4. The previously stated total funding for all seven grants should be $385,000 instead of $105,000 for all seven organizations for FY 2021-2022.
     
  5. The authorization of Ordinance 190456 should be amended for the correct funding amounts. 

NOW, THEREFORE, the Council directs:

  1. The grant execution authorization under Ordinance 190456 is reaffirmed.
     
  2. The Director of Portland Parks & Recreation is authorized to execute grant amendments, upon City Attorney approval as to form, with the seven grantee organizations previously identified in Ordinance 190456, with the corrected amount for FY 2021-2022 to each of the seven organizations of $55,000 (an increase of $40,000 from Ordinance 190456) for the total correct grant award amount of $385,000.
     
  3. The Director, or designee, is authorized to take all actions on behalf of the City, including executing amendments of grant terms and covenants, provided contract changes do not increase the legal or financial risks to the City, and amendments are approved as to form by the City Attorney. Any increase to grant funding must be approved by the City Council.
     
  4. The Mayor and City Auditor are hereby authorized to pay the grant amounts stated in the agreements to the extent such funds have been allocated in PP&R’s Fiscal Year 2021-2022 budget.

An ordinance when passed by the Council shall be signed by the Auditor. It shall be carefully filed and preserved in the custody of the Auditor (City Charter Chapter 2 Article 1 Section 2-122)
