Authorize a competitive solicitation and contract for clubhouse operations at Colwood, Eastmoreland, Heron Lakes, and Rose City golf courses for amount not to exceed $40 million

The City of Portland ordains:

Section 1. The Council finds:

  1. Portland Parks & Recreation (PP&R) has five golf facilities located across the Portland metro area, all of which feature contracted clubhouse operations.
     
  2. The clubhouse operations consist of tee time reservations, tournament bookings, merchandising, food and beverage and events, golf instruction programming, driving range services, golf cart rentals, golf course marshalling, and golf customer service. An operator is also responsible for the general administration necessary to support the clubhouse operation.
     
  3. Ordinances 190369 and 190370, which passed on April 21, 2021, extended the expiration of the contracts with Kemper Sports Management Inc. at Colwood and Heron Lakes to October 31, 2022, to expire at the same date as the clubhouse contracts at Eastmoreland and Rose City golf courses.
     
  4. RedTail, PP&R’s fifth golf course, is under a lease agreement until 2042.
     
  5. The solicitation will seek proposals that offer the best option(s) to manage and operate Colwood, Eastmoreland, Heron Lakes, and Rose City golf courses in the most financially sustainable manner. This would include greater cost efficiencies and revenue management to support the Golf Fund, the enterprise fund for all resources and requirements of the PP&R golf program.
     
  6. The solicitation would seek responsive proposals that will allow PP&R to have a new contract or contracts to provide new terms that promote greater diversity with staff and customers and enhance access to the game, which are all values of the golf program and keys to its future success. 
     
  7. Funds for the contract are accounted for in the Golf Fund Budget and the Five-Year Forecast for the Golf Fund.

NOW, THEREFORE, the Council directs:

  1. The Chief Procurement Officer is authorized to facilitate the use of the competitive solicitation process in accordance with City Code Chapter 5.33 in order to obtain the most responsible and responsive offers for golf clubhouse operations for Colwood, Eastmoreland, Heron Lakes, and Rose City golf courses, in collaboration with PP&R to identify and refine technical requirements of the program service needs.
     
  2. Upon Council acceptance of the Chief Procurement Officer’s Report to Council, the Chief Procurement Officer is authorized to negotiate and execute one or more contracts.  An awarded contract will be with a selected qualified contractor with an initial term allowable under City Charter and City Code, to be determined by the Chief Procurement Officer in collaboration with PP&R.  The contract or contracts that may be awarded shall collectively not exceed $40,000,000 total.  City Council approval of these contracts is contingent upon approval as to form by the City Attorney’s Office.
     
  3. The Mayor and City Auditor are authorized to pay for the contract(s) from the Portland Parks and Recreation budget when demand is presented and approved by the proper authorities.

An ordinance when passed by the Council shall be signed by the Auditor. It shall be carefully filed and preserved in the custody of the Auditor (City Charter Chapter 2 Article 1 Section 2-122)
