Emergency Ordinance

*Accept and appropriate grant for $25,000 from Oregon Department of Transportation and authorize agreement for transportation safety programs to improve transportation safety knowledge, awareness, and experiences of people walking, biking, and driving

The City of Portland ordains:

Section 1. The Council finds:

  1. Oregon Department of Transportation (ODOT) Safety grant program provides funding to implement transportation safety education, outreach, encouragement programs and services.
     
  2. The Portland Bureau of Transportation (PBOT) Active Transportation and Safety has existing programs and efforts aimed at educating Portland and East Multnomah County community members on safe driving, walking, and biking, encouraging community members to walk, bike, and take transit, engaging people in alternative transportation modes, and increasing access to information and resources.
     
  3. ODOT requires at least a 25% match of local funds for each grant.
     
  4. Local match in the amount of $6,254.90 will be provided by funds from budgeted staff in the FY2021-2022 and 2022-2023 budgets of Portland Bureau of Transportation.
     
  5. The Bureau's level of confidence in the cost estimates for this project is very high.
     
  6. The grant order number is TR03340001.  The grant number is TR000334.

NOW, THEREFORE, the Council directs:

  1. The Commissioner-in-Charge is hereby authorized to accept on behalf of the City of Portland a grant from the Oregon Department of Transportation to develop and implement transportation safety programs, outreach, and education to improve transportation safety knowledge, awareness, and experiences of people walking, biking, and driving in Portland in the amount of $25,000 and to execute a Grant Agreement in the amount of $25,000 in a form similar to Exhibit A.
     
  2. The Commissioner-in-Charge is authorized to execute amendments, approved as to form by the City Attorney, to the scope of the services or the terms and conditions of this Agreement, provided the changes do not increase the City’s financial risk. Any increases to the Grant Amount must be approved by the City Council.
     
  3. The FY 2021/2022 budget is hereby amended as follows:

    GRANTS FUND 
    Fund: 217
    Business Area: TR00
    Business Program Expenses: $25,000

  4. The OMF Grants Office is authorized to perform all administrative matters in relation to the grant agreement or amendments, requests for reimbursement from the grantor, and to submit required online grant documents on the Commissioner-in-Charge’s behalf.

Section 2.  The Council declares that an emergency exists because the offer to accept the funding is due March 4, 2022; therefore, this Ordinance shall be in full force and effect from and after its passage by the Council.


An ordinance when passed by the Council shall be signed by the Auditor. It shall be carefully filed and preserved in the custody of the Auditor (City Charter Chapter 2 Article 1 Section 2-122)

This legislation asks for authorization to receive a grant from Oregon Department of Transportation  Safety program totaling $25,000 to implement transportation safety outreach and education efforts. A 20% match of $6,254.90 is required for this grant and has been budgeted in PBOT's FY 2021-22 and FY 2022-23 budgets to be funded by General Transportation Revenues (GTR). No work outside the scope of this agreement is anticipated.
