Emergency Ordinance

*Accept and appropriate a grant from United States Centers for Disease Control and Prevention to address health disparities and inequities in West Portland Town Center and authorize the Director of the Bureau of Planning and Sustainability to execute agreements with Oregon Health Authority and Unite Oregon for project support

The City of Portland ordains:

Section 1. The Council finds:

  1. The United States’ Centers for Disease Control and Prevention (CDC) has notified the City of Portland that it has been awarded a Closing the Gap with Social Determinants of Health Accelerator Plans grant in the amount of $124,874.
     
  2. This grant furthers a guiding principle of the 2035 Comprehensive Plan to avoid or minimize negative health impacts and improve opportunities for Portlanders to lead healthy, active lives. It also supports Comprehensive Plan Goal 2.B, Social Justice and Equity, Goal 4.C: Human and Environmental Health, and Goal 8.B, Multiple Benefits.
     
  3. The total grant funding is $124,874, which will be incorporated into the Bureau of Planning and Sustainability (BPS) FY 2021-22 budget under grant number PN000103. The grant budget includes $30,413 in personnel costs, and $94,461 for other expenses. 
     
  4. The Evaluation Services Division of Oregon Health Authority has technical expertise and partnerships that can provide technical support to the Accelerator Plan.
     
  5. The Bureau of Planning and Sustainability will manage the project in partnership with community through a Leadership Team including several community-based organizations – including HAKI and Unite Oregon.

NOW, THEREFORE, the Council directs:

a. The Director of the Bureau of Planning and Sustainability (Director) is authorized to accept the Closing the Gap with Social Determinants of Health Accelerator Plans grant in the amount of $124,874 and execute an agreement in a form similar to the Notice of Award (Award # 1 NU58DP007062-01-00) and Project Narrative with the United States’ Centers for Disease Control and Prevention attached as Exhibit A.

b. The Director is authorized to negotiate and execute an agreement in an amount not to exceed $45,000 with the Oregon Health Authority to provide technical support.

c. The Director is authorized to negotiate and execute an agreement in an amount not to exceed $40,200 with Unite Oregon to provide support to the Leadership Team overseeing the project.

d. The FY 2021-22 budget is hereby amended as follows. BPS will incorporate $124,874 in grant revenue into the Comprehensive and Strategic Planning program budget.

e. BPS and the Office of Management & Finance Grants Division are authorized to perform all administrative matters in relation to the grant application, grant agreements or amendments, requests for reimbursement from the grantor, and to submit required grant documents on the Director’s behalf.

f. The BPS Director is authorized to execute amendments to the grant agreements authorized in sections a, b and c above provided that the amendments do not increase the City’s financial obligation or risk. Any amendments that increase the City’s financial obligation or risk must be authorized by the City Council.

g. To the extent it applies, the City Council waives the competitive application process required in FIN 2.04-Budget.

Section 2. The Council declares that an emergency exists because a delay would jeopardize City’s ability to perform its obligations within the time limits specified in the grant agreements; therefore, this Ordinance shall be in full force and effect from and after its passage by the Council.

An ordinance when passed by the Council shall be signed by the Auditor. It shall be carefully filed and preserved in the custody of the Auditor (City Charter Chapter 2 Article 1 Section 2-122)

This Ordinance accepts a grant in the amount of $124,874 from the Centers for Disease Control and Prevention. There is no matching requirement for this grant. $45,000 of the grant award will be directed to the Program Design and Evaluation Services Division of the Oregon Health Authority to pay for technical assistance and $40,200 will be directed to community-based organizations to support engagement and project leadership.
