Accept the Net Meter Revenue Policy Review report and amend Parking Meter Revenue Allocation Policy (Amend Ordinance No. 189092 and TRN 3.112)

The City of Portland ordains:

Section 1. The Council finds:

  1. In 2018, the PBOT Director, at the bequest of the Commissioner in Charge of Transportation, directed PBOT Parking Operations and Planning Divisions to conduct a review of the Net Meter Revenue Policy.
  2. The project team supported the work to define strategic goals and measures of success from the Comprehensive Plan, Transportation System Plan, and PBOT Strategic Plan, conducted a case study analysis of parking meter policies in twelve peer cities, and engaged Portlanders with a range of backgrounds in interests to help inform recommendations.
  3. The study finds that the City’s net meter revenue policies are achieving the City’s goals and no major policy shifts are recommended at this time.
  4. Recommendations include revisions to TRN 3.112 -the City’s Parking Meter Revenue Allocation Policy, which guides what net meter revenue can be spent on. These revisions articulate minor clarifications and distinctions between the Downtown, current net meter revenue sharing districts, and future meter districts.
  5. Changes to the Parking Meter Revenue Allocation Policy (Ordinance 189092) include allowing expenditures on streetscape elements, street cleaning (in some instances) and clarifying that the Parking Management Manual is the policy vehicle for future amendments for how to spend net meter revenue funds.

NOW, THEREFORE, the Council directs:

  1. Accept the Net Meter Revenue Policy Review report in Exhibit A.
  2. Amend Ordinance No. 189092 as shown in Exhibit B.

An ordinance when passed by the Council shall be signed by the Auditor. It shall be carefully filed and preserved in the custody of the Auditor (City Charter Chapter 2 Article 1 Section 2-122)
