Emergency Ordinance

*Accept and appropriate grant in the amount of $262,582 from the Department of Homeland Security to fund Portland Fire & Rescue Urban Search & Rescue Training

The City of Portland ordains:

Section 1. The Council finds:

  1. The Department of Homeland Security, through the Federal Emergency Management Agency (FEMA) offers the Assistance to Firefighters Grant (AFG) Program.  The purpose of the AFG Program is to provide financial assistance to protect the health and safety of the public and firefighting personnel against fire and fire-related hazards.
  2. On February 12, 2021, Portland Fire & Rescue (PF&R) applied for the AFG 2020 grant on behalf of the City.
  3. On August 25, 2021, FEMA awarded the one-year grant to the City, requiring acceptance within 30 days.
  4. AFG Grant #EMW-2020-FG-11542 provides $262,582.35 for Urban Search & Rescue (USAR) Training.  The performance period is 9/01/2021 through 8/31/2023.
  5. PF&R will conduct training for 16 firefighters to attend a two-week Structural Collapse Specialist USAR course that will instruct and certify 16 new members in “FEMA NIMS 509-8 Structural Collapse Search”.
  6. There is a 10% cash match of $26,258.23, for a total approved grant budget of $288,840.58.

NOW, THEREFORE, The Council directs:

  1. The Portland Fire & Rescue Chief is authorized to accept and execute a Department of Homeland Security Grant in the amount of $262,582.35, Exhibit A: # EMW-2020-FG-11542, and to pay $26,258.23 in City matching funds in accordance with the grant condition.
     
  2. The FY 2021-2022 budget is hereby amended as follows:

    Business Area – FR
    Bureau Program Expenses– $288,840.58
     
  3. The Office of Management & Finance Grants Office is authorized to perform all administrative matters in relation to the grant application, grant agreement or amendments, requests for reimbursement from the grantor, and to submit required online grant documents on the Bureau’s behalf.

Section 2.  The Council declares that an emergency exists because the deadline to accept this grant is September 25, 2021. A delay would miss the application deadline; therefore, this ordinance shall be in full force and effect from and after its passage by the Council.

An ordinance when passed by the Council shall be signed by the Auditor. It shall be carefully filed and preserved in the custody of the Auditor (City Charter Chapter 2 Article 1 Section 2-122)

Budget Office Financial Impact Analysis

This increases grant appropriations by $288,841. The cash match of $26,258 is already included in the bureau’s existing training and facility budget.
