*Rename SW Viewpoint Ter to SW View Point Ter on Multnomah County Assessor maps to match existing addresses and street signs

The City of Portland ordains:

Section 1.  The Council finds:               

  1. The City of Portland was incorporated on February 8, 1851 without a uniform system of naming streets and with a confusing address numbering system, generally consisting of 20 numbers per block.
  1. Portland, East Portland and Albina consolidated on July 1, 1891, further exacerbating the problem of redundant street names in different sectors of the newly consolidated City of Portland. Multiple streets had as many as twelve different block numbering grid locations.  On December 24, 1891 visiting City of Chicago Alderman F. Vierling released the recommendations of a Street Committee convened by Mayor William S. Mason for the purposes of improving wayfinding in the City of Portland:
    1. One name would follow one street clear across the City, rather than have several names in different sections; and
    2. The oldest of several names would be preserved, the other discarded; and
    3. There would be baselines dividing the city into quadrants, and houses would be numbered out from the baselines; and
    4. North-south streets would be called “avenues” and east-west streets would be called “streets”, and highways running diagonally would be called “roads”, and
    5. There would be 100 numbers assigned to each block.
       
  2. The City Council approved Ordinance No. 7263 on January 13, 1892, approving the “Great Renaming of 1891”, changing approximately 150 street names.
     
  3. The City Council approved Ordinance No. 61325 on September 2, 1931, resulting in Citywide implementation of the recommendations described of Finding No. 2 of this Ordinance.  
  1. Ordinance No. 61325 has been instrumental in establishing the ease of wayfinding within the City of Portland.  Its directive to establish uniform street naming conventions within the street naming grid has been particularly beneficial to wayfinding.
  1. The City Council approved Ordinance No. 188995 on June 6, 2018 creating the South Portland Addressing area on May 1, 2020 and eliminating leading zero addresses.  SW Naito Parkway and SW View Point Terrace were established as the streets dividing South Portland from Southwest Portland without changing their street names nor changing their directional prefix from Southwest to South.
  1. Noncontiguous segments of SW View Point Terrace are comprised of the following:
    1. SW Barbur Blvd. south of SW Lane St. to south of S and SW Bancroft St.; and
    2. S Hamilton St. to S and SW Slavin Rd.; and
    3. S Richardson St. to S and SW Boundary St.; and
    4. S Boundary Ct. to south of S Carolina St.; and
    5. North of S and SW Nebraska St. to S Vermont St.; and
    6. North of S California St. to S California St.; and
    7. North of S Logan St. to S and SW Canby St.; and
    8. S and SW Palatine Hill Road to S and SW Collins St.
       
  2. SW View Point Terrace from S and SW Hume St. to S and SW Taylors Ferry Rd. was renamed from SW Front Ave. to SW View Point Terrace by Ordinance No. 188995.
     
  3. SW View Point Terrace is the street name used by the U.S. Postal Service and the Bureau of Emergency Communications (BOEC) and is included on the following Multnomah County Assessor’s Maps:
    1. 1S1E10CB; and
    2. 1S1E10CC; and
    3. 1S1E15BB; and
    4. 1S1E15BC; and
    5. 1S1E15CB; and
    6. 1S1E15CC; and
    7. 1S1E22BC; and
    8. 1S1E27BB; and
    9. 1S1E27BC.

10. PBOT researched surveys of record, subdivision plats and Multnomah County Assessor’s Quarter Sheet maps on August 17, 2021.  Quarter Sheet Map 3529 has a street name of SW Viewpoint Terrace in lieu of SW View Point Terrace.

11. Renaming SW Viewpoint Terrace to SW View Point Terrace will have an insignificant impact on abutting properties.  None of the properties abutting SW Viewpoint Terrace have a site address of SW Viewpoint Terrace per Multnomah County Assessment & Taxation records as of August 9, 2021 notwithstanding that Quarter Sheet Map 3529 uses the SW Viewpoint Terrace street name.

12. None of the addresses changed by Ordinance No. 188995 will be amended by this Ordinance.

NOW, THEREFORE, the Council directs:

  1. SW Viewpoint Terrace is renamed to SW View Point Terrace upon passage of this Ordinance.
  2. The Bureau of Development Services retains the authority to change any address of SW View Point Terrace properties as may be necessary to correct any mistake in previously assigning the address number.

Section 2.  The Council declares that an emergency exists because a delay in the effective date of this Ordinance would delay installation of new street signs to improve wayfinding for the general public and would delay installation of new street signage and completion of the South Portland Addressing Project; therefore, this Ordinance shall be in full force and effect from and after its passage by the Council.

An ordinance when passed by the Council shall be signed by the Auditor. It shall be carefully filed and preserved in the custody of the Auditor (City Charter Chapter 2 Article 1 Section 2-122)
