*Authorize a Letter of Agreement between the City, Local Laborers 483, and District Council of Trade Unions to allow employees in the Access to Work program to move from Maintenance Worker Assistant and Office Support Specialist Assistant classifications directly to the Maintenance Worker and Office Support Specialist I classifications
The City of Portland ordains:
Section 1. The Council finds:
- The City and Local Laborers 483 are parties to a collective bargaining agreement (CBA) effective July 1, 2017 to June 30 2022
- The City and the District Council of Trade Unions are parties to a collective bargaining agreement (CBA) effective July 1, 2017 to December 31, 2020.
- The City has created the Access to Work program, which creates a pathway to employment for applicants who have been referred by a Vocational Rehabilitation program and are eligible to receive job coaching services
- The Access to Work designated classifications are assistant classifications during the training and onboarding period of employment.
- There is no method in either the Local Laborers 483 or District Council of Trade Unions CBA's to allow these employees to move from the Access to Work assistant classifications directly to the Maintenance Worker or Office Support Specialist I Classification without submitting another application
NOW, THEREFORE, the Council directs:
- The Director of the Bureau of Human Resources is authorized to enter into a Letter of Agreement, Exhibit A, between the City and Local Laborers 483 and the District Council of Trade Unions.
Section 2. The Council declares that an emergency exists because delay would unnecessarily delay the orderly implementation of the provisions of this Letter of Agreement; therefore, this ordinance shall be in full force and effect after its passage by the Council
