Emergency Ordinance

*Amend Title 17 Public Improvements Code to align with changes to the Residential Infill Project (amend Code Chapters 17.04 and 17.42)

The City of Portland ordains:

Section 1. The Council finds:

  1. The Portland Bureau of Transportation (PBOT), along with partner bureaus, continually seeks to improve its processes to provide the best possible services to residents of the City of Portland. Many of these processes are governed by City Code Title 17, which occasionally requires updates to reflect changing bureau policies and practices.
  2. The changes are administrative in nature to align PBOT code with the Residential Infill Project (RIP). This packet of changes encompasses code used across multiple divisions and groups of PBOT and includes updates to select definitions and program language pertaining to RIP.
  3. Code changes can be found in Exhibit A, with specific reasoning provided in the impact statement of this ordinance.

NOW, THEREFORE, the Council directs:

  1. Amend City Code Chapters 17.04 and 17.42 as shown in Exhibit A.

Section 2.  The Council declares that an emergency exists do to the changes in the code are being completed in parallel with updates to BES code and administrative rules; therefore, this Ordinance shall be in full force and effect from and after its passage by the Council.

An ordinance when passed by the Council shall be signed by the Auditor. It shall be carefully filed and preserved in the custody of the Auditor (City Charter Chapter 2 Article 1 Section 2-122)
