Accept a grant in the amount of $130,000 from Portland General Electric Drive Change Fund and authorize an agreement to provide BIKETOWN for All ride credit

The City of Portland ordains:

Section 1.  The Council finds:

  1. The Portland Bureau of Transportation applied to the Portland General Electric (PGE) Drive Change Fund for a grant in the amount of $260,000 for ride credit for participants of the BIKETOWN for All program, which provides access to Portlanders on low incomes, on 9/1/2020; and
  2. PGE has notified the City of Portland that it will award a grant for the fulfillment of ride credits for BIKETOWN for All  to the Active Transportation and Safety division at PBOT in the amount of $130,000; and
  3. On September 23, 2020, Council authorized PBOT to apply to the PGE Drive Change Fund through ordinance 190141.

NOW, THEREFORE, the Council directs:

  1. The Commissioner-in-Charge is hereby authorized to accept on behalf of the City of Portland a grant from the (PGE Drive Change Fund) for the fulfillment of BIKETOWN for All ride credits in the amount of $130,000.  Any increases to the Grant Amount must be approved by the City Council.
  2. The Commissioner-in-charge to execute an Intergovernmental Agreement in the amount of $130,000 in a form similar to the contract attached as Exhibit A.
  3. The Commissioner-in-Charge is authorized to execute amendments, approved as to form by the City Attorney, to the scope of the services or the terms and conditions of this Agreement, provided the changes do not increase the City’s financial risk.
  4. The OMF Grants Office is authorized to perform all administrative matters in relation to the grant application, grant agreement or amendments, requests for reimbursement from the grantor, and to submit required online grant documents on the Commissioner-in-Charge’s behalf.

An ordinance when passed by the Council shall be signed by the Auditor. It shall be carefully filed and preserved in the custody of the Auditor (City Charter Chapter 2 Article 1 Section 2-122)
