Emergency Ordinance

*Authorize Intergovernmental Agreement with Portland State University for the Hatfield Resident Fellows Program in amount not to exceed $1,500,000

The City of Portland ordains:

Section 1. The Council finds:

  1. The Center for Public Service and the Mark O. Hatfield School of Government at Portland State University (PSU) host several highly competitive fellowships that are designed to bring national class talent to Oregon public enterprises.
  2. The Hatfield Resident/Public Service and Oregon Summer Fellows programs are Fellowship Programs designed to provide training and leadership development opportunities for candidates interested in the public sector. The programs are designed to build public sector capacity in Oregon by increasing the number of leaders who are devoted to public service.
  3. City Council previously approved funding for Hatfield Resident Fellows program under ordinance no. 185388, 186148, 186592, 187764, and 188918.
  4. City of Portland Bureaus identify promising Fellows to work on a number of projects of citywide significance. The project work and cost per fellow is identified in each Fellow's Task Order-Statement of Work. Each Hatfield Fellow/Public Service Fellow serves an eight-month stint and Oregon Summer Fellows serves a 10-week stint in the public sector, working on new or unique project-specific activities. There is no commitment to the Fellows beyond the Hatfield/Public Service Fellow eight-month or Oregon Summer 10-week assignments. The cost per Hatfield/Public Service Fellow is $45,200 and the cost of each Oregon Summer Fellow is $11,030.

NOW, THEREFORE, the Council directs:

  1. The Chief Human Resource Officer is hereby authorized to execute an intergovernmental agreement between the City and Portland State University in a form substantially similar to the form of agreement attached as Exhibit A and in an amount not to exceed $1.5 million.
  2. The Chief Human Resource Officer is hereby authorized to amend the intergovernmental agreement on behalf of the City, provided such amendments do not cause the amount of the agreement to exceed $1.5 million.
  3. The Mayor and Auditor are hereby authorized to draw and deliver warrants from available and authorized funds payable to Portland State University, not to exceed the Sponsor Fee per Fellow as listed in Exhibit B of the intergovernmental agreement, chargeable to participating City Bureaus.

Section 2.   The Council declares that an emergency exists because delay will harm the City's ability to recruit the best available candidates for City positions; therefore, this Ordinance shall be in force and effect from and after its passage by the Council.

An ordinance when passed by the Council shall be signed by the Auditor. It shall be carefully filed and preserved in the custody of the Auditor (City Charter Chapter 2 Article 1 Section 2-122)

Impact Statement

Purpose of Proposed Legislation and Background Information

The Bureau of Human Resources (BHR) manages and coordinates the City's Training and Development Program, which includes work opportunities for students, employee training programs; and organizational development.

The Hatfield Resident Fellows and Oregon Summer Fellows programs have been in place at the City since 2012 and is designed to provide training and leadership development opportunities for candidates interested in the public sector. The program is designed to build public sector capacity in Oregon by increasing the number of leaders who are devoted to public service. Each Hatfield Fellow/Public Service Fellow serves an eight-month stint or Oregon Summer Fellows services a 10-week stint in the public sector, working on new or unique project-specific activities. The program is administered through an intergovernmental agreement (IGA) between the City of Portland and Portland State University. The project work and cost per Fellow is identified on each Fellow's Task Order-Statement of Work and there is no commitment to the Fellows beyond the Hatfield/Public Service Fellow eight-month or Oregon Summer 10 week assignments. The cost per Hatfield/Public Service Fellow is $45,200 and the cost of each Oregon Summer Fellow is $11,030.

Financial and Budgetary Impacts

Funding for the IGA, payable to Portland State University is $45,200 for each Hatfield/Public Service Fellow and $11,030 for each Oregon Summer Fellow for a 5-year total of no less than $1,495,700.00 or not-to-exceed $1,500,000.00 over the five-year life of this Agreement. The cost is paid by the hosting bureau from authorized and available funds.
