Emergency Ordinance

*Authorize grant agreement with Worksystems Inc. for the Summer Youth Connect/SummerWorks Youth Employment Program for summer 2023 not to exceed $551,600

The City of Portland ordains:

Section 1.  The Council finds:

  1. The City of Portland's future economic and social well-being are dependent upon more students graduating from high school, pursuing further education, and securing career-ladder employment.
     
  2. National research points to the need for expanded employment and work-based learning opportunities for young people. National employment rates for teenagers and young adults are down 16% from their peak in 1979.
     
  3. The City of Portland has a history of investing in young people through funding of recreational and after-school activities, youth employment programs, and creating seasonal job training, work experience, internship, and job shadow opportunities.
     
  4. City Council previously approved funding for youth employment and career preparation as part of the Summer Youth Employment Program (SYEP) coordinated by the Bureau of Human Resources (BHR) under Ordinance No. 180874, 181765, 182138, and 190097, which subsequently Council directed to the Summer Youth Connect/SummerWorks Employment Program coordinated by the Mayor's Office under Ordinance No.182811,185998,186648 and 190798.
     
  5. Worksystems, Inc. has extensive experience managing publicly funded workforce development contracts with adult and youth service providers in our Region. Worksystems, Inc. has developed SummerWorks Program (Program), a comprehensive summer work experience program for youth, ages 16-24 with barriers to employment including at-risk of disconnecting from school.

NOW, THEREFORE, the Council directs:

  1. The Director of the Bureau of Human Resources is authorized to execute a grant agreement in total amount not-to-exceed $551,600 with Worksystems Inc for the use in the Youth Connect/SummerWorks program, as shown in Exhibit A.
  2. The Mayor and City Auditor are hereby authorized to draw and deliver payment chargeable to Fiscal Year 2022 - 2023 budget.
  3. BHR and the Office of Management & Finance Grants Division are authorized to perform all administrative matters in relation to the grant application, grant agreement or amendments, requests for reimbursement from the grantor, and to submit required grant documents on the Director’s behalf.
  4. The BHR Director is authorized to execute amendments to the Agreement, provided such modifications do not increase the City’s financial obligation or risk. Any modifications that increase the City’s financial obligation or risk must be authorized by the City Council.

Section 2.  The Council declares that an emergency exists because a delay in funding could result in a delay in services; therefore, this Ordinance shall be in full force and effect from and after its passage by the Council.

An ordinance when passed by the Council shall be signed by the Auditor. It shall be carefully filed and preserved in the custody of the Auditor (City Charter Chapter 2 Article 1 Section 2-122)

Impact Statement

Purpose of Proposed Legislation and Background Information

Establish a grant agreement with Worksystems, Inc for summer interns through the SummerWorks program. Over the years, City of Portland has had a history of investing in young people through funding various programs in the areas of after school and recreational activities, youth employment programs, creating seasonal job training, work experience, internship and job shadowing opportunities.

Since 2007, City Council has approved funding for youth employment and career preparation and encouraged those in the Summer Youth Employment Program (SYEP) as coordinated by the Bureau of Human Resources (BHR) [Ordinance No. 180874, 181765, 182138, and 190097]. Subsequently Council directed this effort to be known as the Summer Youth Connect/SummerWorks Employment Program coordinated by the Mayor's Office [Ordinance No. 182811, 185998, 186648, 188535 and 190798]. The proposed legislation does not change policies.

Financial and Budgetary Impacts

Funding for this grant is available in the FY 2022-23 adopted budget.

Community Impacts and Community Involvement

Working with the various high schools within the City of Portland, Worksystems, Inc. has developed SummerWorks, a comprehensive summer experience program for youth ages 16- 24 with barriers to employment including at-risk of disconnecting from school. The summer interns will have the opportunity to work alongside City employees to develop and further hone their employment skills. The goal of the SummerWorks Program is to enhance self-reliance and employability of the youth by assisting them in the development of work and life skills.

Over the past several years, Worksystems, Inc. has been the primary lead in developing the outreach necessary to reach youth with barriers to employment including those atrisk of disconnecting from school. Without the efforts of Worksystems, Inc., the City would not be able to identify potential applicants as they outreach to many community groups and organizations throughout the City in order to draw applicants.

100% Renewable Goal

This action does not increase or decrease the city’s total energy use, nor does it increase or decrease the city’s renewable energy use.

Budget Office Financial Impact Analysis

The Police Bureau will use existing resources in their current year budget to cover the initial one-time costs of $80,000 for the equipment to start the pilot project. According to the bureau, the ongoing costs for the equipment will depend on the final technical specifications of the program equipment.
