The City of Portland ordains.
Section 1. The Council finds:
- On January 15, 2025, City Council passed Emergency Ordinance No. 192021, amending Portland City Code Chapter 3.02.
- Directive C. of Emergency Ordinance No. 192021 directs the Council President to ensure that a proposal to replace or extend Chapter 3.02 is placed on the Council agenda no later than October 31, 2025.
- Since the adoption of Emergency Ordinance No. 192021, the Council has continued to evolve in its structure and operations, including the establishment of eight policy committees and the adoption of additional rules.
- In light of these organizational developments, the Council finds it necessary to amend City Code Chapter 3.02 to maintain its relevance, ensure consistency with the Council's current structure and procedures, and promote the efficient and orderly conduct of Council business.
NOW, THEREFORE, the Council directs:
- Amend City Code Chapter 3.02 as shown in Exhibit A.
- The schedule for regular Council meetings adopted by Ordinance 192094 remains in effect.
