Authorize bid solicitation and contract with the lowest responsive and responsible bidder for construction of the Fulton Pump Mains Replacement Project for an estimated cost of $4,700,000

The City of Portland ordains:

Section 1.  The Council finds:

  1. The Fulton Pump Main is one of several pump mains that pump water from the Hannah Mason Pump Station to the Burlingame Tanks.
  2. The Portland Water Bureau has determined that the Fulton Pump Main is at high risk due to uncased crossings under Interstate 5 and SW Barbur Boulevard, which, if the pipes were to break, could greatly impact transportation along two high-volume emergency transportation routes. In addition, the pipe is aging, has multiple leaks, and has been rated by Portland Water Bureau studies and condition assessments to be in poor condition.
  3. Through the Fulton Pump Mains Replacement Project (Project), the Portland Water Bureau will replace the existing 10-inch and 12-inch pump main with approximately 3,300 feet of 20-inch pipe. This new pipe will be cased under Interstate 5 and SW Barbur Boulevard, which will increase resiliency and reduce risk.
  4. The Project has been planned and located in accordance with applicable engineering standards for the construction, maintenance, and improvement of the City’s water infrastructure. The solicitation for the procurement action for the construction will use the City’s standard construction procurement bid process.
  5. The Portland Water Bureau engineer’s estimate for the contract action is $4,700,000. Funding for this project, with budgeted contingency, has been requested in the FY 2022-2023, FY 2023-2024, and FY 2024-2025 budgets.

NOW, THEREFORE, the Council directs:

  1. That Chief Procurement Officer is authorized to bid the solicitation for construction of the Project.
  2. Upon the Council’s acceptance of the Chief Procurement Officer’s Report to Council recommending the lowest responsible bidder, the Chief Procurement Officer is authorized to negotiate and execute a contract, provided the contract has been approved as to form by the City Attorney’s Office.
  3. As required, the Portland Water Bureau shall provide a post-project evaluation of the Project to the Chief Procurement Officer in order to request and authorize final payment to the contract.
  4. The Mayor and City Auditor are hereby authorized to draw and deliver checks chargeable to the Water Fund when demand is presented and approved by the proper authorities.

An ordinance when passed by the Council shall be signed by the Auditor. It shall be carefully filed and preserved in the custody of the Auditor (City Charter Chapter 2 Article 1 Section 2-122)

Impact Statement

Purpose of Proposed Legislation and Background Information

The Portland Water Bureau continues to invest in improvements to our drinking water system that reduce risk, improve resiliency, and ensure delivery of safe and clean water for generations to come. The Fulton Pump Mains Replacement Project (Project) is an example of that work.

The Fulton Pump Main is one of a variety of interconnected pump mains that pump water from the Hannah Mason Pump Station to the Burlingame Tanks. The portion of the Fulton Pump Mains that pass under Interstate 5 and SW Barbur Boulevard include a 10-inch line, installed in 1912, and a 12-inch line, installed between 1942 and 1946. The Project will replace the aging pipe with approximately 3,300 feet of 20-inch pipe. The new pipe will be cased under Interstate 5 and SW Barbur Boulevard which will reduce the risk of damage, should the pipes break, to the major  roadways that serve as key transportation and emergency routes. In addition, the new pipe will improve the reliability of supply to the surrounding neighborhoods, benefiting over 42,000 people served by the mains.

Financial and Budgetary Impacts

The Project design is 90% complete and the total estimated cost to construct these system improvements is $4,700,000. This cost estimate by the Portland Water Bureau is based on previous bids submitted by contractors on past projects of equivalent scope.

Replacement of the existing water mains will not change the long-term financial obligations to the City. Funding for the Project (W02107), with budgeted contingency, has been requested in the FY 2022–2023, FY 2023–2024 and FY 2024-2025 budgets. No other FY budgets will be affected. The confidence level is high for the Project and based on the guidelines detailed in the Project Estimate Confidence Level Rating Index. The proposed legislation will not create, eliminate, or re-classify any positions now or in the future.

Community Impacts and Community Involvement

Several properties within the Project area have private improvements in the public right-of-way. In 2021, the Portland Water Bureau began outreach to most of these property owners and are currently working with them regarding the impacts of the Project, minimization where possible, and the needed action.

Outreach will continue for all stakeholders in the area before and during construction to alert them to potential construction impacts related to noise, traffic, parking, and street access. Additional communication and monitoring will be conducted for properties that may experience vibration near boring pits needed to tunnel pipe.

Passing of this proposed legislation will ensure public health and reduce risk in the area by improving the maintenance, operability, and resilience of the existing water system in the Hannah Mason Pump Station and Burlingame Tanks area.

100% Renewable Goal

This legislation does not increase or decrease the City’s total energy use and does not increase or decrease the City’s renewable energy use.

Budget Office Financial Impact Analysis

This ordinance authorizes PWB to solicit bids for the Fulton Pump Mains Replacement Project. The $4.7 million estimate has high confidence based on previous bids on past projects with similar scope. The bureau has budgeted for this project in the Water Operating Fund.
