Adopt Meter Rate Adjustment for the Northwest Parking Management District within the Restricted Event District

The City of Portland ordains:

Section 1. The Council finds:

  1. Parking management in the City of Portland is critical to economic vitality and livability. The City of Portland Bureau of Transportation actively manages parking during events through regulations and best practices to encourage vehicle turnover.
  2. In 2002 the Portland Bureau of Transportation established the Restricted Event District within the Northwest Parking District to help mitigate Providence Park event impacts.
  3. The Northwest Parking Management District Plan was adopted in 2009 by Resolution 36744, which included guidance on event management within the Restricted Event District.
  4. During events at Providence Park (Timbers and Thorns games) on-street parking occupancy rates are extremely high creating barriers for people parking and visiting the district.
  5. In 2018, City Council adopted the Parking Management Manual which outlines pricing as a tool to help manage on-street parking during large events.
  6. Using guidance from the Parking Management Manual, it is recommended that the hourly rate within the Restricted Event Parking District be raised to $4 an hour to use pricing to help balance supply and demand of the parking within the area.

NOW, THEREFORE, the Council directs:

  1. The Portland Bureau of Transportation to change the on-street meter rates in the Restricted Event District to $4 per hour during large events as defined in the Parking Management Manual, beginning February 26, 2022.
  2. Future rate adjustments will be completed as part the annual budget process and included in the Portland Bureau of Transportation Fee Schedule. An updated version of the fee schedule is attached as Exhibit A.

An ordinance when passed by the Council shall be signed by the Auditor. It shall be carefully filed and preserved in the custody of the Auditor (City Charter Chapter 2 Article 1 Section 2-122)

Impact Statement

Budget Office Financial Impact Analysis

The Bureau proposes to adopt on-street meter rate changes affecting the Restricted Event District. This proposed legislation increases parking rates from $1.60 to $4.00 which will have community impacts. While the Transportation Bureau estimates that revenues will increase approximately $2.8k - $5.1k per game for Timbers games and $1.4k - $2.6k per game for Thorns games, the bureau has sufficient budget to absorb this increase.
