A brief description of Communication: I operate the cat care center Cats in the City. We have 3 locations in Portland. Our Powell location is experiencing a downturn in business and it’s due to the homelessness, dilapidated autos, drugs, prostitution, and chop shops that are allowed to chronically happen in the City’s Frontage lots that surround our location (5528 SE Powell Blvd). We need a solution to remain in business on Powell. Otherwise we will be forced to close our Powell location and transfer that operation to our downtown Beaverton location scheduled to open in January . .
