Councilor Mitch Green, PhD, is an economist, anti-war Army veteran, democratic socialist, and resident of Southwest Portland who was elected to Portland City Council for District 4 in November 2024.

Councilor Mitch Green, PhD, is an economist, anti-war Army veteran, democratic socialist, and resident of Southwest Portland who was elected to Portland City Council for District 4 in November 2024. He champions good governance, permanently affordable housing (social housing), renters' rights, climate and environmental justice, and a city for working families.
Councilor Green took office in January 2025 and brought his experience to City Council to lead on economic development, climate, and affordable housing. He immediately introduced and passed policies to pave the way for social housing, to investigate the City's dealings with Zenith Energy, to expand labor protections and resources for a holistic public safety approach.
In his first six months, he successfully amended the Mayor's budget with his omnibus package that included funding for Critical Energy Infrastructure (CEI) Hub planning, restoring storefronts, and funding the James Beard Public Market—some of the priorities raised by District 4 constituents and councilors alike.
By the end of his first year, he brought the power of Portlanders into City Hall. He mobilized military veterans to push back on federal overreach and violence and used his voice and platform as a councilor to denounce ICE and violent kidnappings and detentions in the Portland metro area; Council unanimously passed policies to codify sanctuary city protections and actions steps. He joined several labor unions at the picket lines to fight austerity measures and severe staffing cuts to show his solidarity with workers in healthcare, the restaurant and service industry, and education professionals.
He is a champion for lowering barriers to housing development, small businesses, and expanding Preschool for All, public transit, sustainable and active transportation, and vibrant public spaces. He has used his office budget surplus to contribute to several pedestrian safety improvements across the district and advocated for new crosswalks at schools.
