Natalie Sept, Chief of Staff
Natalie Sundeleaf Sept serves as Councilor Pirtle-Guiney's senior advisor while working with all members of her team to advance priorities of her office and Council as a whole. Additionally, Natalie is staff lead for the leadership teams in the different branches and departments of the City.
Natalie began her political career in City Hall with Commissioner Nick Fish and has since worked for Congresswoman Bonamici, on presidential campaigns for Secretary Clinton and Vice President Harris, and for the Obama administration. She returns to Portland after a five-year stint in New Mexico, where she helped run a native plant nursery and biodynamic farm. She's also an artist, with some of her pieces featured in the District 2 office.
Devin Mullins, Policy Manager
Devin Mullins serves as an advisor for Councilor Pirtle-Guiney on policy priorities, tracks and coordinating policy through committees and Council, and collaborates with other offices on policy research and development.
Originally from North Carolina, Devin attended Appalachian State University and earned a degree in International and Comparative Politics. After graduating, Devin moved to Germany, where he served as a legislative aide in the German parliament. He relocated to Oregon in January 2024, running a campaign and then working in the Oregon State Legislature for House Majority Leader Ben Bowman.
When he's not busy informing policy, Devin enjoys reading a book in one of Portland's local coffee shops, hiking around Mt. Hood, or travelling to a new country
Ella Hutcherson, Communications Specialist
Ella Hutcherson is responsible for conveying information from Councilor Pirtle-Guiney's office to the public, whether that's via social media, newsletters, or liaising with the press.
Ella has a background in journalism herself, most recently as a local government reporter for the Corvallis Gazette-Times and Albany Democrat-Herald. She is a graduate of the University of Oregon, where she studied journalism and sociology and co-launched a class for introductory journalism students titled "Journalism and Democracy."
When she's not in City Hall, you can find Ella at one of Portland's many movie theaters, trying new restaurants with friends, and jumping into every body of water she can find.
Jennifier Stewart, Administrative Specialist
Jennifier Stewart serves the entire District 2 office and is responsible for scheduling, connecting District 2 constituents to city resources, and ensuring office operations run smoothly. Jennifier previously worked at the Western Arts Alliance as a Conference Manager for 10 years. She arrived in Portland from New York City, where she worked for the national trade association for commercial theatre, the Broadway League.
Shane Ruyle, Outreach and Engagement Intern
Shane Ruyle is responsible for Councilor Pirtle-Guiney's constituent response strategy.
Right now, Shane is working towards his bachelor's degree in Social Work and Political Science — with minors in Environmental Ethics & Policy and Constitutional Studies — from the University of Portland. He serves as a Class Senator at UP, chairs the Diversity and Social Responsibility Committee, and founded UP's Disabled Student Union and Community Resource Center. Shane also works part-time as a Youth Care Counselor at Safe Place Youth Shelter.
For fun, he enjoys adaptive climbing, WCMX (wheelchair in a skate park), crochet, theatre, and his dog.
