Devin Mullins, Chief of Staff
Devin Mullins serves as Councilor Pirtle-Guiney's senior advisor while working with all members of her team to advance her vision for Portland. Additionally, he is staff lead for the leadership teams in the different branches and departments of the City. He previously served as Councilor Pirtle-Guiney's Policy Manager.
Originally from North Carolina, Devin attended Appalachian State University and earned a degree in International and Comparative Politics. After graduating, Devin moved to Germany, where he served as a legislative aide in the German parliament. He relocated to Oregon in January 2024, running a campaign and then working in the Oregon State Legislature for House Majority Leader Ben Bowman.
When he's not busy aiding Councilor Pirtle-Guiney's work, Devin enjoys reading a book in one of Portland's local coffee shops, hiking around Mt. Hood, or travelling to a new country.
Ashley DuPuis, Policy Manager
Ashley DuPuis serves as an advisor for Councilor Pirtle-Guiney on policy priorities, tracks and coordinating policy through committees and Council, and collaborates with other offices on policy research and development.
Ashley brings a wealth of policy knowledge on a range of topics, having served as Chief of Staff to Representative Jason Kropf in the State Legislature and conducted policy research internationally as a Fulbright Fellow. She holds a B.A. in History from Dartmouth College and a Master of Public Policy from the University of Oxford.
Faisal Osman, Outreach and Engagement Advisor
Faisal Osman works with communities across North and Northeast Portland to strengthen relationships between residents and City Hall, support community-informed policymaking, and help ensure that the voices of District 2 are reflected in the work of City Council.
Faisal was born and raised in Northeast Portland. Passionate about public service and advocacy, he's been a community organizer since the age of 14, and graduated from Oregon State University with a degree in Public Policy. Most recently, Faisal worked as constituent relations coordinator for Mayor Wilson, connecting Portlanders with information, resources, and problem-solving opportunities.
In his free time, Faisal loves exploring Portland's local restaurants and coffee shops, spending time with his kitties, and being the fun uncle to his many nephews and nieces.
Ella Hutcherson, Communications Director
Ella Hutcherson is responsible for conveying information from Councilor Pirtle-Guiney's office to the public, whether that's via social media, newsletters, or liaising with the press.
Ella has a background in journalism herself, most recently as a local government reporter for the Corvallis Gazette-Times and Albany Democrat-Herald. She is a graduate of the University of Oregon, where she studied journalism and sociology and co-launched a class for introductory journalism students titled "Journalism and Democracy."
When she's not in City Hall, you can find Ella at one of Portland's many movie theaters, trying new restaurants with friends, and jumping into every body of water she can find.
Jennifier Stewart, Administrative Specialist
Jennifier Stewart serves the entire District 2 office and is responsible for scheduling, connecting District 2 constituents to city resources, and ensuring office operations run smoothly. Jennifier previously worked at the Western Arts Alliance as a Conference Manager for 10 years. She arrived in Portland from New York City, where she worked for the national trade association for commercial theatre, the Broadway League.
Maya Bryant, Constituent Services Intern
Maya Bryant aids constituent services, outreach, and policy work in her role as an intern. Maya is a lifelong Portlander passionate about engaging in critical conversations related to politics and social justice in her community. This is reflected in her current studies as a Politics, Policy, Law and Ethics major and Sociology minor at Willamette University in Salem.
Before joining Councilor Pirtle-Guiney's office, Maya worked for Oregon State Representative Willy Chotzen during this spring's short session. When she's not busy being a rockstar at City Hall, Maya enjoys working out at a local kettlebell gym, exploring Oregon's lakes and waterfalls, and reading at one of Portland's many coffee shops.
