A Statement from Councilor Loretta Smith on the Lloyd Center Central City Master Plan
PORTLAND, OR — Councilor Loretta Smith recognizes the deep connection many Portlanders have to the Lloyd Center, particularly the iconic ice rink that has served as a gathering place for generations of families, friends, and neighbors. She has listened carefully to hours of public testimony, reviewed community feedback, and understands the significance this space holds for so many.
Councilor Smith's vote to approve the Central City Master Plan was not a dismissal of the Lloyd Center's history or the community's desire to preserve the ice rink. Rather, it reflected the difficult reality that the existing mall has become economically unsustainable and continues to deteriorate. Under Oregon land use law, City Council cannot require a private property owner to preserve or rebuild the rink. A vote against the plan would not have guaranteed its preservation but would have left the site in its current state of decline.
Councilor Smith believes this redevelopment presents an opportunity to invest in Portland's future by:
- Revitalizing the local economy through new opportunities for small businesses, jobs, and long-term economic growth.
- Creating new housing and infrastructure to meet the needs of current and future Portlanders.
- Transforming an underutilized property into a vibrant neighborhood where people can once again gather, work, shop, and live.
