Portland, Oregon — Councilor Loretta Smith is backing a proposed supplemental budget ordinance for the Portland Housing Bureau, calling it a critical and time-sensitive step to address Portland's housing crisis. On the April 7, 2026 Housing and Permitting Committee agenda, the measure would direct unbudgeted housing funds to urgent, high-impact initiatives, delivering both immediate relief and long-term solutions for residents in need.

"Affordable housing is a critical necessity for our community's well-being," said Councilor Smith. "By appropriating these unbudgeted funds, we can take significant strides toward ensuring that vulnerable residents have access to safe and affordable housing." - Smith Said

The proposed ordinance comes at a time when the demand for affordable housing has reached unprecedented levels, with many families struggling to find suitable living conditions. Councilor Smith emphasizes that these unanticipated dollars represent a unique opportunity to invest directly in programs that will make a real difference in the lives of our residents.

"Behind every housing statistic is a person or family trying to stay afloat," said Councilor Smith. "We can act now to strengthen housing stability while also investing in longer-term solutions that keep people housed."

Key initiatives funded by this ordinance include:

  • Emergency housing rental assistance providing immediate support to families facing eviction or homelessness.
  • Subsidized housing programs expanding affordable housing options for low- and middle-income families.
  • Community development projects supporting home ownership

Councilor Smith will be testifying at the Housing & Permitting Hearing in Council Chambers, at 2PM, on Tuesday April 7, 2026, and invites and encourages all residents and stakeholders to attend.
