Portland, OR – In a significant move to empower Portland's youth and address workforce shortages, the Portland City Council passed a resolution on April 23, 2025, to enhance the SummerWorks Youth Employment Initiative and Workforce Pre-Apprenticeship Program.
During the session, Councilor Loretta Smith introduced Agenda Item 2, supporting the continuity and growth of the Portland SummerWorks program. This initiative, established in 2009, has been instrumental in connecting young adults to summer jobs where they gain essential skills and work experience. To ensure its long-term success, Councilor Smith also introduced an amendment housing the program within the City’s Bureau of Human Resources, streamlining its operations and oversight. SummerWorks interns will be placed throughout city bureaus, elected officials’ offices, and with private sector businesses.
The resolution and amendment received overwhelming support, reflecting a shared understanding of the program’s impact. Invited testimony highlighted the diverse opportunities offered through SummerWorks. Antonio Jackson from Building Blocks 2 Success spoke about STEM-focused programs that inspire young minds, while David Baron from FRIEND emphasized the program’s role in introducing youth to firefighting careers. Both leaders illustrated how such initiatives bridge economic and educational gaps, preparing Portland's youth for high-demand fields.
