Finance and Governance Committee of the Whole

The Finance and Governance Committee of the Whole meets the first, second, and fourth Thursday of each month from 9:30 a.m. to 12:30 p.m. and the third Wednesday of each month from 2:00 p.m. to 5:00 p.m. The agenda is published below by 9:00 a.m. Friday before the meeting.

  • Governance issues and other internal operational support and recommendations; finance; review of executive appointments; auditor reports that are not related to policy committee areas; internal labor and workforce issues; oversight.
  • City departments: 
    • City Budget Office and Chief Financial Officer; Grants Management Division; City Council structure and procedure; Chief Engagement Officer and Appointed Bodies and Commissions; Procurement; Small Donor Elections Program; Human Resources; Office of Community Police Accountability and Independent Police Review; and citywide items involving major strategic investment.
  • Additional responsibilities as Committee of the Whole: 
    • Emergency response, intergovernmental affairs, items requiring full council consideration as assigned by Council President.

In accordance with Portland City Code and state law, City Council holds hybrid public meetings, which provide for both virtual and in-person participation. Councilors may elect to attend remotely by video and teleconference, or in-person. The City makes several avenues available for the public to listen to and watch the broadcast of this meeting, including the City's YouTube Channel, the Open Signal website, and Xfinity channel 30 and 330.
