In accordance with Portland City Code and state law, City Council holds hybrid public meetings, which provide for both virtual and in-person participation. Motion to suspend the rules to add executive session at 1:25 p.m. in the Rose Room: Moved by Zimmerman and seconded by Kanal. Aye (12): Clark, Green, Zimmerman, Avalos, Dunphy, Smith, Kanal, Ryan, Koyama Lane, Morillo, Novick, Pirtle-Guiney.

Council will hold an executive session to consult with legal counsel concerning the legal rights and duties of the City with regard to current litigation or litigation likely to be filed, as provided under ORS 192.660(2)(h). Members of the press may contact Ashley Parent (503-865-6882) to attend. Executive sessions are not broadcast or recorded and limited attendance is designated under Oregon Revised Statutes 192.660
