Register for testimony or submit written testimony to Council

Complete this form to register to provide verbal testimony on an agenda item during Council and committee meetings, or to submit written testimony on an item.

The form will take less than five minutes to complete.

Registration for virtual testimony closes 1 hour prior to the start of the meeting. In-person testifiers must sign up before the agenda item is heard. Please call 311 if you need registration assistance.

Testimony is only heard on resolutions, public hearings, and the first reading of ordinances (testimony may be heard on reports at the presiding officer's discretion). Testimony is not heard on public communications, second reading of ordinances, or presentations in accordance with City Code. 

When testifying during the meeting, state your name for the record. If you are a lobbyist appearing on behalf of a lobbying entity, you must also declare which lobbying entity you are authorized to represent in your testimony. (The City’s lobbying regulations can be found in City Code Chapter 2.12.)

Submit written testimony

Written testimony will be added to the public record if received before Council votes unless otherwise stated during the meeting or on the agenda. Written testimony is not read out loud during the meeting.

Register for verbal testimony

Members of the public must sign up in advance to provide verbal testimony during the meeting by completing the form below or by calling 311 (503-823-4000). Registration for virtual testimony closes one hour prior to the start of the meeting. In-person testifiers must sign up before the agenda item is heard.
