Complete this form to provide testimony on agenda items during City Council meetings. Please call 311 if you need assistance.

Registration for virtual testimony closes 1 hour prior to the Council meeting. In-person testifiers must sign up before the agenda item is heard.

Testimony is only heard on resolutions, reports and the first reading of ordinances. Testimony is not heard on communications, second reading of ordinances, proclamations, or presentations in accordance with City Code. To pull an item from the consent agenda for discussion, email your name and the agenda item number to councilclerk@portlandoregon.gov before the meeting starts.

Written testimony may be submitted by visiting the Council agenda. It must be received before Council votes on the item to be included in the record unless otherwise stated on the agenda or during the meeting.

When testifying during the meeting, state your name for the record. If you are a lobbyist appearing on behalf of a lobbying entity, you must also declare which lobbying entity you are authorized to represent in your testimony. (The City’s lobbying regulations can be found in City Code Chapter 2.12.)
