Complete this form to provide verbal testimony on an agenda item during Council and committee meetings.

The form will take less than five minutes to complete.

Registration for virtual testimony closes 1 hour prior to the start of the meeting. In-person testifiers must sign up before the agenda item is heard.

Testimony is only heard on resolutions, public hearings, and the first reading of ordinances (testimony may be heard on reports at the presiding officer's discretion). Testimony is not heard on public communications, second reading of ordinances, or presentations in accordance with City Code. To pull an item from the consent agenda for discussion, email your name and the agenda item number to councilclerk@portlandoregon.gov before the meeting starts.

When testifying during the meeting, state your name for the record. If you are a lobbyist appearing on behalf of a lobbying entity, you must also declare which lobbying entity you are authorized to represent in your testimony. (The City’s lobbying regulations can be found in City Code Chapter 2.12.)

Written testimony may be submitted for an agenda item by selecting the title of the item on the meeting agenda. It must be received before Council votes on the item to be included in the record unless otherwise stated on the agenda or during the meeting.
