The Mayor and Commissioners serve as administrators of City departments, individually overseeing bureaus and carrying out policies approved by the Council. Bureau and liaison assignments are determined by the Mayor. Bureau directors are responsible for managing operations within their departments.

Written testimony will be distributed to members of Council and added to the public record if received before Council votes unless otherwise stated during the meeting or on the agenda. Written testimony is not read out loud during the meeting and is accepted on resolutions, reports and ordinances. 
City Council holds regular weekly meetings on Wednesday at 9:30 a.m. with Wednesday and Thursday afternoon sessions as needed. Council also meets for work sessions, executive sessions, and other notable meetings where information is presented and discussed, but no legislative action is taken.
Council chambers in City Hall are closed for renovations. Council will meet in a temporary council chambers located in the Development Services Building, sometimes called the 1900 Building, until late 2024, 1900 SW Fourth Avenue, Room 2500 on the second floor, Portland, OR 97201
