Council chambers in City Hall are closed for renovations. Council will meet in a temporary council chambers located in the Development Services Building, sometimes called the 1900 Building, until late 2024, 1900 SW Fourth Avenue, Room 2500 on the second floor, Portland, OR 97201

Getting to the 1900 Building

  • Driving and parking

    • The 1900 Building is accessible via Highways 5, 26, and 405. Limited on-street metered parking is available on Fourth Avenue between SW College Street and SW Harrison Street. Get directions
    • Accessible parking: The parking entrance to the south of the building is a Portland State University parking garage. It is a van-accessible garage with ADA parking which have ample room for a fold-out ramp. 
    • The underground parking elevator opens to the building lobby.  Once in the lobby, a series of directional signs will guide meeting attendees to room 2500 on the second floor using the primary bank of elevators or two different staircases, on either end of the lobby. Public bathrooms are located on the first and second floors.  
  • Transit & Biking

    • Located along Southwest 4th Avenue between SW Lincoln and SW Harrison streets, the 1900 Building offers easy access to TriMet bus lines, Portland Streetcar and MAX Orange Line, as well as bike racks.  Several bus lines stop directly outside of the building’s main entrance and the streetcar and MAX train are within 2 blocks.

Here’s what you need to know

  • Room 2500 is located on the second floor of the building. Elevators are available to the left once inside the main entrance.
     
  • Be prepared to go through a security checkpoint at the entrance to Room 2500. Learn more about the rules of conduct at City Council Meetings.
     
  • Council meetings start at 9:30 a.m. on Wednesday and will continue at 2:00 p.m. on Wednesday and Thursday, if necessary. Room 2500 opens to the public 15 minutes before the meeting starts.
     
  • To testify before Council in person or virtually, you must sign up in advance. Here’s how:
    • Visit the Council Agenda.
    • Use the QR code below to sign up on your mobile device.
    • Call 311 to sign up over the phone.
    • Visit the 311 Customer Service Desk in the Portland Building.
    • Visit the Auditor’s Office on the first floor of City Hall, Room of 130.
       
  • Registration for virtual testimony closes 1 hour prior to the Council meeting. In-person testifiers must sign up before the agenda item is called.
     
  • When testifying in person, reference the following instructions
    1. The Council Clerk will call names of testifiers in groups.
    2. When your name is called to testify, please step forward to the testimony table. When it is your turn to address Council, say your name for the record and begin your testimony.
    3. Public comment is limited to three minutes per person unless otherwise stated at the meeting or on the agenda.
    4. A timer will be visible on the screen with audible tones to signal the end of your allotted time. The first tone will sound when you have 30 seconds remaining, and the second tone will indicate that your time is complete. When your time is up, finish your sentence to conclude your testimony.
       
  • Submit written testimony on the Council agenda. Paper copies are discouraged and will not be distributed directly to Council members.
