This Local Improvement District (LID) will construct street, sidewalk, and stormwater improvements, with possible additional utility undergrounding improvements to NE 97th Avenue from E Burnside Street to NE Davis Street, and E Burnside Street from 9400 block to NE 97th Avenue.

Irving Park Stormwater Project

Nature patch work was completed in February 2021. Rain garden and green street planter design is in progress and will continue through winter 2021. Construction of the rain gardens and green street planters is currently scheduled to begin June 2022.
Environmental Services and Portland Parks & Recreation are collaborating on a project to build nature patches and rain gardens to manage stormwater in Irving Park. The project will help prevent nearby flooding, sewer basement backups, and sewage overflows into the Willamette River during storms.

Force Avenue Pump Station Project

Design will continue through early 2022. Construction is tentatively scheduled to begin in the spring of 2022 and take up to a year and a half to complete.
Environmental Services is designing a project to remodel the 47-year-old Force Avenue Pump Station in North Portland. Increased pumping capacity will accommodate growth and future demands on the sewer system. Improved reliability, access, and safety will protect public health and the environment.

SW Main-Taylor Sewer Project

Project design continues. Construction is anticipated to begin in early October of 2021 and take a year to complete.
Environmental Services is designing a project to repair 10,765 feet, or two miles, of aging public sewer pipes in downtown Portland. Having provided 100 to 150 years of service, the pipes require repairs to reduce the risks of basement flooding and sewage releases to downtown buildings and streets.
Construction is anticipated to take place in 2023.
Environmental Services is starting a project to restore about 16 acres in the Johnson Creek floodplain. The project will reconnect Johnson Creek to its historic floodplain, reduce flooding on private property, restore habitat for fish and wildlife, and improve water quality in the creek.
Project design is complete. Construction is anticipated to begin as soon as January 2022.
Environmental Services is designing a project that will install and upsize public sewer pipes, as well as construct green street planters, within the Ladd’s Addition neighborhood. These improvements will increase sewer capacity, relieve sewer backups, and reduce street flooding.
Construction began in June 2021 and will take about six months to complete.
The Balch Creek Trash Rack collects sediment, large logs, and other woody debris that Balch Creek carries down from Forest Park. It is aging and needs to be replaced to help reduce the chance of future clogs, backups, and floods.

Goose Hollow Sewer Repair Project

The Goose Hollow Sewer Repair Project is repairing or replacing aging sewer pipes in the Goose Hollow and Southwest Hills Residential League neighborhoods. This project will protect the public and the environment by reducing the possibility of sewage releases to homes, businesses, and streets.

Johnson Creek Oxbow Restoration Project

The project is in the early design phases. Construction is expected to begin in the spring of 2022.
This project will restore habitat and reconnect Johnson Creek and Errol Creek with their natural floodplains. It will help protect endangered salmon, improve water quality, provide habitat for birds and other wildlife, and reduce flood risk in the surrounding neighborhood.
