The Central Eastside Access and Circulation project will improve freight access and circulation and reduce multimodal conflicts in the Central Eastside by adding traffic signals, consistent with the adopted SE Quadrant Plan, Central City 2035 plan, and Central City in Motion.

SE Stark Trunk Sewer Project

This work will be completed in two phases. Construction on Phase I began June 2022 and was completed in December 2022. Construction on Phase II is expected to begin late spring 2024 and take about six months to complete.
Environmental Services is constructing a project to repair a large-diameter sewer pipe that runs along SE Stark Street between SE 6th Avenue and the Willamette River. The pipe known as the "Stark Trunk" is over 110 years old and is in need of repair to prevent sewer and stormwater overflows.
Construction is ongoing and is anticipated to be complete in early 2026.
Environmental Services is constructing a project that will install and upsize public sewer pipes and construct green street planters in the Buckman and Kerns neighborhoods. These improvements will increase sewer capacity, relieve sewer backups, and help reduce street flooding.
Construction is currently expected to begin January 2025 and take up to two years to complete.

Grand Avenue Riser Stabilization Project

Project design is nearly complete. Construction is anticipated to begin in June of 2024 and will take up to five months to complete.
Environmental Services is designing a project to stabilize soils at maintenance hole risers located along Grand Avenue. Soils are settling, requiring layers of asphalt to provide safe driving surfaces. This project will design a solution to stabilize soils and prevent settlement.

SE Oak and 2nd Sewer Project

Sewer construction is complete. Paving remains but has not been scheduled.
Environmental Services is constructing a project to repair 200 feet of main public sewer pipes on SE Oak Street between SE 2nd Avenue and the railroad tracks. This project will reduce the possibility of sewage releases to homes, businesses, and streets.
