How we measure our work

The City's Community and Economic Development service area strives to achieve a resilient, sustainable and prosperous future for the benefit of all Portlanders.

To ensure our work has the greatest impact to Portlanders, the service area has developed key performance indicators that have clear connections between service area’s focus on economic development, housing, climate, and urban development – as well as how its work connects to the City more largely:

  • Housing costs: Percentage of households spending less than 30% of income on housing costs.
  • Affordable housing: Percentage of Portland’s housing units that are regulated and affordable to households.
  • Local carbon reduction: Percentage reduction in carbon emissions from 1990 level.
  • Quality jobs: Percentage of workers in Portland able to meet basic income needs.
  • Economic growth: Real Gross Domestic Product, which is the measure of all the goods and services produced in Portland.

Tracking our progress

Through key reports, dashboards and other trackers, the Community and Economic Development service area is ensuring Portlanders can also keep up with its progress toward these performance indicators:

Portland Housing Bureau’s annual State of Housing report: This report is published annually to provide stakeholders and policy makers with a comprehensive look at Portland’s housing market by neighborhood, housing type, and affordability using the latest available data.

Prosper’s State of the Economy report: This report provides an overview of recent economic and demographic trends in the city of Portland, looking at key indicators in 2022, 2023, and 2024 both as they compare to current peer cities and as they have evolved over the past decade.

Portland Permitting & Development Permit Metrics and Process Timelines: To promote greater transparency into the City’s building permit process, this dashboard gives a quick view of the outcomes of the City’s permitting improvement efforts and areas for continued progress.

Portland Clean Energy Community Benefits Fund Dashboard: The data in this dashboard reflects totals to date for Community Grants, Cooling Portland, and some elements of the Climate Investment Plan that have already been implemented.

Climate and Energy Dashboard: This interactive climate and energy dashboard shows progress toward Portland’s goals and provides unprecedented transparency into Portland’s carbon emissions and energy data.

Portland Children's Levy Annual Performance Data Reports: These annual reports review the Levy’s overall performance and by each of the six program areas. Using data reported by each PCL grantee on a set of consistent metrics, the reports feature aggregated results and analysis of performance compared to investment goals set by the PCL Allocation Committee.

Arts & Culture Annual Reports: The Office of Arts & Culture tracks its work using its Arts Access Fund Oversight Committee Report, Arts Access Fund Grants, and the Our Creative Future - Regional Arts & Cultural Plan.
