Title 33 updates based on the Parking Compliance Amendments Project, Ordinance No. 191310, effective June 30, 2023.

Amend Location of Sidewalk Vault Openings Code to remove a 2-foot setback requirement and amend Sidewalk Elevators Code to increase the load-bearing requirements for doors over sidewalk openings (amend Code Sections 24.65.010 and 24.65.030)

Amend Portland City Elections Code to implement ranked choice voting approved by voters in Portland Measure 26-288 (replace Code Chapter 2.08)

Amend System Development Charge Financing and Exemptions Code to add new deferral option for the payment of system development charges (amend Code Section 17.14.040)

Transfer responsibility for the Noise Program, the Liquor License Program, and the regulatory and enforcement provisions of the Cannabis Program from Office of Community & Civic Life to Bureau of Development Services (amend Code Chapters 3.30, 3.96, 14B.100, 14B.120, 14B.130 and Title 18)

Amend Vehicles and Traffic Code and direct the Portland Bureau of Transportation to adopt Administrative Rules to create a process for the installation of electric vehicle chargers in the public right-of-way (add Code Sections 16.20.290 and 16.90.111)

Code edits to Title 33 for three projects:

Amend System Development Charge Exemptions Code to waive system development charges for office-to-residential conversion projects performing seismic upgrades (amend Code Section 17.14.070)

Amend Seismic Design Requirements for Existing Buildings Code to adjust the seismic improvement standard of R-2 occupancy classifications (amend Code Section 24.85.040)

Amend the Comprehensive Plan and the Planning and Zoning Code to create the Planning Commission and dissolve the Planning and Sustainability Commission (amend Code Title 33)

Amend Floating Structures Code to replace Floating Structures Board of Appeal with Building Code Board of Appeal and make other changes for clarity and consistency (amend Code Title 28)

Amend Building Regulations Code and Heating and Ventilating Regulations Code to clarify fee provisions and adopt State of Oregon 2022 Editions of the Oregon Structural Specialty Code and the Oregon Mechanical Specialty Code (amend Code Chapters 24.10 and 27.01)

Amend Secondhand Dealers Code related to housekeeping changes (amend Code Sections 14B.90.020, 14B.90.090 and 14B.90.100).

Add Regulation of Third-Party Food Platforms Code related to permanent limitations on the fees third-party food platforms may charge and the terms they may impose upon restaurants and delivery persons (add Code Chapter 7.27)

Amend Motor Vehicle Fuels Code to increase the minimum content requirements for biofuels and add a carbon intensity standard to ensure lowest carbon fuels are sold in the City of Portland (amend Code Chapter 16.60)

Amend Legislation & Elections Code to update deadlines related to vote abstracts (amend Code Sections 2.04.160 and 2.08.120)

Typo fixes to Title 33.

Amend Portland Clean Energy Community Benefits Code to better align with and equitably meet City climate action goals (amend Code Chapter 7.07)

Amend Arts Education and Access Income Tax Code related to arts education coordination (amend Code Chapter 5.73)
