7.24.020 Administrative Authority.

City Code Section
  1. A. The City Administrator may adopt administrative rules in accordance with the State of Oregon Motor Vehicle Code and pursuant to the City Charter.  The City Administrator is authorized and directed to interpret, apply, and enforce all provisions of the PPI  Code. The City Administrator may investigate any and all complaints regarding alleged violations of the PPI Code. The Director may delegate any or all authority granted under this Section to the Towing Coordinator or any Portland Bureau of Transportation officer, employee or agent.
  2. B. The City Administrator may make written findings of fact and, in consultation with the City Attorney, conclusions of law to support all decisions.
  3. C. Rates. The Director is authorized to establish a schedule of maximum rates permissible for all PPI tows from properties located within the city limits of Portland. The jurisdiction of this code Section may be expanded by intergovernmental agreement with other agencies.
  4. D. Inspection of records. The City  reserves the right to review and/or copy the records of any PPI tow for purposes of auditing or complaint resolution. The records will be made available for inspection during normal business hours within 24 hours of written notice by the Director.
