- State and Federal law sets the base minimum wage. Unless otherwise directed by Council, minimum wage shall be no less than $15 per hour. The Office of Management and Finance shall provide City bureaus with a yearly minimum hourly wage rate for covered services which is anticipated to be adjusted annually by the change in the consumer price index identified for use by the City of Portland and provided by the City Economist or pursuant to the terms of a City collective bargaining agreement for such represented employees if it differs from the City Economist. The adjustment shall be effective for all contracts on July 1 of each year. In determining the adjustment amount, the Office of Management and Finance shall take into account the City’s overall financial picture, and OMF shall not interpret this Code to require any increase which is inconsistent with the City’s financial health and capabilities.
