The Portland Water Bureau is under the direction and control of the City Administrator. The Bureau is charged with the responsibility for the finance, operation, maintenance and improvement of the City's water distribution system and will be made up of the work groups set forth in this Chapter. The Director, subject to the approval of the City Administrator, will coordinate and manage the Bureau's work groups in a manner that achieves the Bureau's mission and meets the goals established by the City Council.
